ems 13 751 <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />********,t,t,t,t*,t,t,t,t,t,t,t,t,tt*,t***,t*****,t,t,tt**,t,t,t,t**,t*,tt***t,t*,t***** <br />Monday, May 6, 1991 <br /> <br />The regular meeting of the Board of Commissioners for the <br />County of Lee, State of North Carolina, convened at 9:30 A.M. <br />on Monday, May 6, 1991, in the Commissioners' Room on the <br />second floor of the County Office Building, 200 Wicker Street, <br />Sanford, North Carolina. Those present were: Commissioners <br />J Bobby R. Hall, Bertha L. Matthews, Nathan E. Paschal, Robert <br />T. Reives, William C. Stafford, Jr., and Gordon A. Wicker; <br />absent, Commissioner Albert L. Cox. Chairman Stafford <br />declared a quorum present and the meeting open for the <br />transaction of business. <br />Chairman William C. Stafford, Jr., presided, and the <br />following business was transacted: <br />The invocation was given by Commissioner Wicker. <br />The draft of the April 1, 1991, meeting was considered. <br />Commissioner Hall moved that the draft of the minutes be <br />adopted as the official minutes for said meeting and that they <br />be recorded. Commissioner Reives seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Hall, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />Nay: None <br />The Chairman ruled the resolution had been adopted <br />unanimously. <br />Chairman Stafford recognized Public Works Director Bobby <br />Johnson, who introduced Mr. Terry Dover of the North Carolina <br />Department of Environment, Health, and Natural Resources, <br />Solid Waste Division. Mr. Dover presented an update on the <br />rules and regulations for solid waste disposal. He stated <br />that the State will require after January 1, 1998, all active <br />sanitary landfills in North Carolina shall be equipped with <br />liners, leachate collection systems, and final cover systems. <br />However, when the Environmental Protection Agency enforces its <br />Subtitle D federal rules, all fifty states will have to comply <br />with federal regulations within eighteen months of the <br />enforcement date. Certain financial responsibility standards <br />will also be enforced to guarantee closure and post-closure <br />1 <br />
