0 coos 13 prs,. 794 <br />Committee Reports were then reported from Finance <br />Committee Chairman Wicker. He stated that the 1991-92 Budget <br />and the Five-Year Capital Improvements Plan are currently <br />being studied and prioritized. County Manager Cowan was <br />asked to report on the Finance Committee's meeting with Mayor <br />Ralph B. Hunter in regard to increasing the fees charged to <br />the Town of Broadway for collecting the town's taxes to be <br />consistent with the fees charged to the Fire Departments. <br />After some discussion, Commissioner Reives moved that the <br />fees charged to the Town of Broadway remain as currently <br />enforced and to direct the Finance Committee to deal with the <br />tax collection issue pursuant to the contract renewal, <br />bringing a recommendation to the Board at the appropriate <br />time. Commissioner Hall seconded the motion, and upon a <br />vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, <br />and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted <br />unanimously. <br />County Attorney K. R. Hoyle stated that the Jonesboro <br />Historical Society wishes to display an exhibit on panels at <br />the Jonesboro Library. He suggested referring the matter to <br />Commissioner Cox, who can determine if changes would be made <br />that would affect the layout of the building. Commissioner <br />Hall moved to authorize the Buildings, Grounds, and Utilities <br />Committee to act on the Board's behalf for final approval of <br />this project. Commissioner Reives seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, <br />and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted <br />unanimously. <br />County Manager Cowan reviewed with the Board Executive <br />Order #142, which deals with Child Protective Services. He <br />stated that Mr. Joyce represented Lee County at the meeting <br />held concerning this order. Mr. Joyce stated that by June <br />1, 1991, a Child Protection Team should be created locally <br />from a group of citizens representing agencies such as the <br />schools, the police department, the sheriff's department, and <br />a District Attorney, which will decide if a report of child <br />abuse should be investigated. County Attorney Hoyle stated <br />that some discrepancies are noted in this order. Chairman <br />Stafford stated that he would inquire about the discrepancies <br />and deadlines involved in this order. <br />County Manager Cowan informed the Board that the <br />Carolina Trace Water System is for sale.
