boon 13 err=_ 791' <br />appointments to t e Lee-Harnett Mental Health Board, Chairman <br />Stafford recognized County Manager Cowan, who explained to <br />the Commissioners the State law which authorizes the <br />Commissioner serving on a joint county Mental Health Board to <br />make the appointments for his county. Following a <br />discussion, Commissioner wicker moved that the Board requests <br />the General Assembly to consider giving the full Board of <br />Commissioners the authority to appoint its members to serve <br />on the Mental Health Board. Commissioner Hall seconded the <br />motion, and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Stafford, and <br />Wicker <br />Nay: Reives <br />The Chairman ruled the motion had been adopted by a six <br />to one vote. <br />Chairman Stafford recognized County Planner Barefoot, <br />who presented the final plat approval of Cranes Creek III <br />Subdivision, Phase II, as recommended by the Planning Board <br />for the Board's consideration. Commissioner Hall moved to <br />approve the final plat as recommended by the Planning Board. <br />Commissioner Wicker seconded the motion, and upon.a vote, the <br />results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, <br />and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted <br />unanimously. <br />The Board then considered an amendment to <br />Stuart-Fitchett and Associates' architectural contract for <br />the Courthouse, Jail, and Law Enforcement Center project. <br />Mr. Ed Fitchett reviewed and clarified with the Board the <br />options available for design plans for the project. After a <br />lengthy discussion, Commissioner Paschal moved to amend the <br />contract for architectural services for an additional <br />$29,400.00 to design alternate bids for the inclusion of a <br />basement area in the courthouse. A copy of this amendment is <br />attached to these minutes, and upon this reference, made a <br />part hereof. Commissioner Reives seconded the motion. <br />Commissioner Hall moved to amend the motion to include the <br />design for the reinforcement of the foundation for two <br />additional floors that could be constructed later. <br />Commissioner Reives seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Hall <br />Nay: Cox, Matthews, Paschal, Reives, Stafford, and <br />Wicker <br />The Chairman ruled the amendment to the motion had been <br />
