Several residents stood in opposition. <br />Mr. Ray McDuffie of 310 Dixie Farm Road also spoke in <br />opposition to the request, stating that a house is located on <br />the property adjoining the property in question. <br />After all persons desiring to speak had been given an <br />opportunity to speak, Commissioner Cox moved that the public <br />hearing be closed. The motion was seconded by Commissioner <br />Wicker, and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, <br />and Wicker <br />Nay: None <br />The Chairman declared the motion had been <br />unanimously adopted and the public hearing closed. <br />Chairman Stafford recognized Mr. Bob Joyce, Director of <br />Administrative Services, who introduced Ms. Julie Moore, of <br />the North Carolina Natural Heritage Program. Prior to Ms. <br />Moore's presentation, Chairman Stafford recognized Mrs. <br />Carmen Hoyle, Chairman of the Environmental Affairs Board, <br />who, in turn, introduced the members of this Board. Ms. <br />Moore then presented an overview of the natural areas <br />inventory study and the significance of the study for Lee <br />County. She stated that to complete the two-year project the <br />cost would be approximately $18,000.00. In order for a <br />matching grant to be awarded to Lee County, the County needs <br />to guarantee the matching funds, whether the funds are <br />recruited from the private sector or are allocated by the <br />County. Following some discussion, Commissioner Cox moved to <br />apply for a matching grant immediately and to refer the issue <br />for further study and advise to the Environmental Affairs <br />Board and then to the Finance Committee. Commissioner <br />Paschal seconded the motion, and upon a vote, the results <br />were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, <br />and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted <br />unanimously.
