After several corrections to the minutes were <br />discussed, Commissioner Matthews moved to approve the minutes of the <br />meeting as corrected. Commissioner Hall seconded the motion, and upon <br />a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Cox reported that he met with the committee wishing <br />to place a historic display in the Jonesboro Library, which he and the <br />Buildings, Grounds, and Utilities Committee approved. <br />The Board next considered the Tax Releases for April 1991. A <br />copy of this report is attached to these minutes, and upon this <br />reference, made a part hereof. Following a brief discussion, <br />Commissioner Matthews moved that the releases be authorized and <br />approved. Commissioner Paschal seconded the motion, and upon a vote, <br />the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Board considered a request from Tax Administrator Nathan <br />Crissman to approve a write-off list of ambulance bills. Mr. Crissman <br />reported that his department has tried collecting these bills by <br />including the charge on the individuals' tax bills and has been unable <br />to collect the fees. County Attorney K. R. Hoyle stated that the <br />purpose of writing-off these bills is to cut the cost of auditing the <br />uncollected bills. The Commissioners discussed the possibility of <br />filing judgements against the individuals and asked Mr. Crissman to <br />figure the costs involved in that process. Mr. Crissman stated that <br />three or four years ago, the Credit Bureau handled some delinquent <br />accounts for the County from which there was not a great deal of <br />return. Mr. Crissman stated that a portion of the bills are balances <br />from Medicare and Medicaid consignments. After reviewing the matter <br />further, the Board decided to table its decision until the next <br />regular meeting to allow the Tax Department time to provide a separate <br />list of the Medicare and Medicaid recipients from the delinquent list, <br />in order to review the possibility of trying to collect on the <br />remaining bills. Commissioner Paschal noted that the first entry on <br />the list is a bill incurred in 1991, which should be removed from the <br />list. <br />2 <br />
