ac is Priority 17 Survey, Right-of-way Acquisition, Grade, Drain, Base, Pave, and Erosion Control - SR 1421 from SR 1415 to dead end - 0.21 mile Secondary Road Construction Fund Estimated Cost - $15,000 BE IT RESOLVED THAT, the Division of Highways of the Department of Transportation proceed with these projects that the North Carolina Department of Transportation has prioritized as far as the Secondary Road Allocations for Fiscal Year 1991-1992 will allow. Commissioner Matthews moved to adopt the resolution as recommended by the Chairman. Commissioner Paschal seconded the motion, and upon a vote, the results were as follows: Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker Nay: None The Chairman ruled the motion had been adopted unanimously. The Board then considered the appointment of a voting delegate for the North Carolina Association of County Commissioners' Annual Conference to be held in Winston-Salem on August 15-18, 1991. Commissioner Cox nominated Chairman Stafford. Chairman Stafford declined the nomination since he will not be attending the conference due to a prior commitment. Commissioner Cox nominated Vice-Chairman Wicker to serve as a voting delegate. There being no other nominations, Commissioner Hall moved to close nominations and to accept Commissioner Wicker's nomination by acclamation. Mr. Bob Joyce, Administrative Services Director, presented the following list of eligible contractors as recommended by Ms. Jean Crews-Klein of Skip Green Associates to bid on the CDBG Beaulah Brown Road Target Area Project: Morris Oxendine, Central Builders; William Key, William Key Construction; Buddy Covington, Handyman Service; Steve Stutts, Sandhills Construction; James Larry Thomas, Powerhouse Enterprises; Patricia Oliver, Oliver's Construction; and Bill Guy, Guy Home Repair. Chairman Stafford stated that Commissioners Matthews and Reives serve on the input committee for this project. Following some discussion, it was the general consensus of the Board that Commissioners Reives and Matthews review the list with Mr. Joyce before the Board takes final action on the matter. Chairman Stafford recognized Assistant County Manager Bea Fields, who presented Budget Amendment #06/17/91/22, a copy of which is attached to these minutes, and upon this reference, made a part hereof.
