0 Moos 13 F,sE 898 <br />The Chairman ruled the motion had been adopted unanimously. <br />The next item designated on the agenda was for committee reports. <br />Commissioner Reives reported that he has a recommendation for the <br />Board concerning the Youth Services Program; however, he wishes to <br />meet with County Manager William Cowan, Assistant County Manager Bea <br />Fields, and Ms. Lisa Shearer of Youth Services prior to presenting his <br />recommendation to the Board. Commissioner Reives then recognized Ms. <br />Shearer who reported on her visit to a runaway and homeless youth <br />shelter in Bryson City, North Carolina. Ms. Shearer highlighted and <br />discussed with the Board the following major differences in Bryson <br />City's and Lee County's programs: 1) Their program is affiliated <br />with a regional network organization, which provides training and <br />technical assistance and provides a resource for obtaining grants. 2) <br />Their program employs seven full time employees, with two staff <br />members on duty at all times. 3) Their program only serves children, <br />ages ten to seventeen. <br />Chairman Stafford reported that the Emergency Medical Services <br />Board will be drafting a set of bylaws, which will create a seven <br />member board, in lieu of the current five member board, as well as, <br />addressing other policies. <br />The Board then discussed assessment of liquidated damages to the <br />contractors involved in the construction of the Lee County Civic <br />Center as recommended by Hayes/Howell Architects in the amount of <br />$24,500.00. Commissioner Cox stated that the Buildings, Grounds, and <br />Utilities Committee reviewed the--matter and agreed with the <br />architects' recommendation. Commissioner Hall moved to assess the <br />contractors for $24,500.00. Commissioner Stafford seconded the <br />motion, and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />County Manager Cowan reported that the first phase of the <br />renovations to the Lee County Government Center is near completion. <br />The Department of Social Services will be moving into their new <br />offices July 20 - 22, 1991. On July 22, 1991, the computer system <br />will be incapacitated to be relocated; therefore, the offices will <br />have to be closed to the general public during that time. Employees <br />will report to work that day and will be moving into and arranging <br />their new offices. Commissioner Hall moved that the Department of <br />Social Services be closed to the general public on Monday, July 22, <br />1991. Commissioner Reives seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />7 <br />
