Chairman <br />Stafford directed Mr. Fitchett to contact the NC Department of <br />Transportation requesting that a traffic signal be installed at the <br />Horner Boulevard access to the facility. He also asked the architects <br />to consider possibly moving the Horner Boulevard access further away <br />from the present intersection. Commissioner Cox moved to authorize <br />the architects to proceed with the construction document phase of the <br />Courthouse, Jail, and Law Enforcement Center project. Commissioner <br />Paschal seconded the motion, and upon a vote, the results were as <br />follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Chairman recognized Director of Planning Leonard Barefoot who <br />presented requests relating to the Planning Department. Mr. Barefoot <br />reported that the Planning Board recommended approval of the rezoning <br />request submitted by Wendell Johnson, contingent upon complying with <br />specifications on a drawing dated June 24, 1991, by Bracken and <br />Associates. Commissioner Hall moved to approve the rezoning request <br />conditionally as recommended by the Planning Board. Commissioner Cox <br />seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board then considered a rezoning request submitted by IFT <br />Properties of Lee County, Inc. Mr. Barefoot reported that the <br />Planning Board unanimously recommended denying the request. <br />Commissioner Cox moved to adopt the Planning Board's recommendation to <br />deny the request and to instruct the owner of the property to cease <br />owning and renting lots and mobile home spaces that have been placed <br />on the property illegally. Commissioner Paschal seconded the motion. <br />Commissioner Hall questioned whether illegal activity has occurred. <br />Mr. Barefoot stated that the Thomases own property as individuals lots <br />and rent the mobile homes on the lots, versus selling the individual <br />lots, and therefore, are not in violation of the Zoning Ordinance. <br />Commissioners Cox and Paschal withdrew their motion and second to the <br />motion, respectively. Following a discussion, Commissioner Cox moved <br />to adopt the Planning Board's recommendation to deny the rezoning <br />request. Commissioner Paschal seconded the motion, and upon a vote, <br />the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />3 <br />
