Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been unanimously adopted, and <br />the public session resumed. <br />The Board then considered a request from Dr. James H. Byerly to <br />increase his fees for medical services rendered to the Lee County <br />Jail inmates. Commissioner Matthews moved to increase Dr. Byerly's <br />fees from $750.00 to $1,000.00 per month and to retain Dr. Byerly's <br />services on a month-to-month basis. Commissioner Hall seconded the <br />motion, and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been unanimously adopted. <br />The Board then observed a ten-minute recess. Following the <br />recess, the Board then considered appointing a voting delegate to <br />serve in Commissioner Wicker's stead at the North Carolina <br />Association of County Commissioners Annual Conference to be held in <br />Winton-Salem, August 15-18, 1991. Commissioner Cox nominated <br />Commissioner Matthews to serve as the voting delegate. Commissioner <br />Hall moved that nominations be closed and to accept the nominee by <br />acclamation. Commissioner Paschal seconded the motion, and upon a <br />vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been unanimously adopted. <br />It was the general consensus of the Board to table the <br />appointment of an individual to fill the vacancy on the Youth <br />Services Commission, until all aspects of the Youth Services Program <br />have been fully evaluated by the Board. <br />In conjunction with the next item on the agenda, County Manager <br />William K. Cowan reported that notification from the Department of <br />Health and Human Services was received by his office on August 2, <br />1991, denying the request for expansion funds for the runaway and <br />homeless shelter program. He also reported that Ms. Lisa Shearer of <br />Youth Services has recommended that three houseparents serve the <br />shelter at all times, instead of the original recommendation of two <br />houseparents. The County Manager reported that with these <br />recommended changes, the County would need to allocate $51,167.00, in <br />order to operate the facility as recommended by Commissioner Reives, <br />who was appointed by the Board to evaluate the Youth Services <br />Program. Commissioner Reives then presented his recommendations to <br />the Board. Ms. Lisa Shearer responded to questions from the Board <br />concerning the program.
