BOOK 13 Prs_ 977 <br />month of October. The cost to operate the facility without utilizing <br />the Youth Services' regular day time staff would be $6500, including <br />fringe benefits. Utilizing Youth Services' day time staff would cost <br />the County $4500, plus fringe benefits. <br />Commissioner Reives stated that he has never had intentions of <br />closing the Hillcrest facility. His recommendations have been based <br />on much research and in the best interest of the children involved, <br />as well as the staff. The program should be properly staffed, which <br />may minimize potential liabilities. Commissioner Reives moved to <br />appropriate $51,167 as recommended for the Hillcrest Youth Home. <br />Commissioner Matthews seconded the motion. More discussion followed <br />concerning age limits of the children, referrals made by other <br />agencies, and grant regulations. It was the general consensus of the <br />Board to investigate the feasibility of organizing a regional <br />facility. <br />Chief District Court Judge William A. Christian stated that the <br />Hillcrest Home was designed to facilitate delinquent children and to <br />provide a home for abandoned or neglected children. He commended <br />Commissioner Reives' thorough research and genuine concern for the <br />program. He asked for the Board's support in continuing the program. <br />Ms. Mary Holly Oates, Chair of the Youth Services Commission, <br />stated that the Commission wishes to continue the operation of the <br />Hillcrest facility and requested that the appropriations needed to <br />properly operate the facility be granted. <br />Commissioner Hall m <br />in order to continue the <br />October, 1991, utilizing <br />allowing time for County <br />interested in a regional <br />second. <br />ade a substitute motion to appropriate $4500, <br />Hillcrest Youth Home operations through <br />the Youth Services daytime staff and <br />staff to contact other counties who may be <br />facility. The motion died due to lack of a <br />Commissioner Hall made a substitute motion to appropriate $6500, <br />in order to continue the Hillcrest Youth Home operations through <br />October, 1991, hiring additional daytime staff and -allowing time for <br />County staff to contact other counties who may be interested in a <br />regional facility. Commissioner Wicker seconded the motion, and upon <br />a vote, the results were as follows: <br />Aye: Hall and Wicker <br />Nay: Cox, Matthews, Paschal, Reives, and Stafford <br />The Chairman ruled the motion denied by a two to five vote. <br />A vote was then taken on the original motion to appropriate <br />$51,167 to the Hillcrest Youth Home program, and the results were as <br />follows: <br />Aye: Cox, Matthews, Paschal, and Reives <br />Nay: Hall, Stafford, and Wicker <br />9 <br />
