01 0 <br />boos 13 971 <br />is hereby directed to transmit a copy of this resolution to the Lee <br />County Board of Commissioners. <br />Dated this 12th day of August, 1991. <br />Ed_die_.-S._,.....__Winstead..,,,I_I_I.,__Chair_man_ /s/ <br />Donny L.._Hunte_rSecr„e,tary <br />Mr. Winstead stated that the Board of Education proposes to <br />build two new schools, one for the Deep River District and one for <br />the West Sanford District, which encompasses Bragg Street, St. Clair, <br />and Warren Williams Schools, each costing approximately $5.75 <br />million, and to improve the school facility at Broadway with the <br />remaining funds. He stated that the request is necessary, in order <br />for the State to provide various services to the schools. He <br />reported that the State controls staffing for the schools, which is <br />based on the schools' space/student ratio. The Lee County Board of <br />Education wishes to provide the same opportunities for all children <br />in the school system, which it is currently unable to do. <br />Chairman Stafford stated that the Board of Commissioners' role <br />in this is to evaluate the fiscal management and restraints involved <br />in payment of this bond issue. County Manager William K. Cowan <br />presented a brief synopsis of the repayment scenario the County would <br />encounter with its current debt commitments if the bond issue were <br />adopted. <br />Commissioner Matthews asked the County Manager how the adoption <br />of this bond issue could affect the County's future borrowing power. <br />County Manager Cowan reviewed the criteria that the Local Government <br />Commission and the bond rating agencies consider as follows: per <br />capita debt, debt to assessed valuation; and the ratio of debt <br />payment to the total budget. He informed the Board how each area <br />would affect Lee County fiscally and that the County would be in a <br />very difficult position maintaining its A rating. <br />Commissioner Hall asked Mr. Winstead why renovating and adding <br />to the present facilities would not suffice the needs for these <br />schools. Mr. Winstead stated that there are different resources <br />available for various student populations per school. The proposed <br />plan would provide the resources for services for these schools which <br />the other four elementary schools in the Lee County system already <br />have. He noted that some of the land at Warren Williams School is <br />hilly and would not be suitable for construction. Bragg Street <br />School has a portion of land that is swampy that would not be <br />suitable for construction. The remaining land at Bragg Street School <br />would be suitable for some additions, but not adequate in size to <br />encompass the population of Warren Williams and St. Clair Schools. <br />Additions to St. Clair School would also not be adequate in size to <br />encompass the population of Warren Williams and Bragg Street Schools. <br />The Deep River School population will decrease to slightly over 300 <br />students next year when grades K-S are located at that site, which <br />6 <br />
