G) <br />.noK( 14 pp~c 4 <br />recommendations for changes in Youth Services and Hillcrest Youth <br />Home, excluding the decision of an information sign at the corner of <br />Hillcrest and Carthage Streets, which will be determined by the Board <br />later. Commissioner Matthews seconded the motion, and upon a vote, <br />the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Reives recommended that the Youth Commission be <br />reconstructed by increasing its members from seven to fifteen <br />members, who would also serve as the Community Based Alternatives <br />Task Force. He stated that a psychologist should also serve on the <br />Commission, who will be recommended at a later date. The individuals <br />recommended to fill the positions on the Lee County Youth Commission <br />are as follows: Sarah Mawyer, representing the public as a concerned <br />citizen; Kevin Kirkman, representing the sheriff's Department; Fred <br />Garner, representing the City of Sanford's Police Department; Debbie <br />Scott, representing the Health Department; Margaret Johnson, <br />representing the Social Services Department; Judge William A. <br />Christian; representing the Juvenile Court System; Terry Dyer, <br />representing the Lee-Harnett Mental Health Department; and Peggy <br />Mann, representing the Lee County Schools. <br />Commissioner Cox moved to support the appointments. <br />Commissioner Reives seconded the motion, and upon a vote, the results <br />were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Stafford recognized Mr. John Heckethorn of <br />Stuart-Fitchett and Associates, who presented revised site plans for <br />the Courthouse, Jail, and Law Enforcement Center, Mr. Heckethorn <br />reported that the North Carolina Department of Transportation <br />responded to the plans for a driveway access on Horner Boulevard. <br />The DOT agreed that a traffic signal needs to be installed at the <br />intersection of Horner Boulevard and Courtland Avenue with an <br />associated left turn lane headed eastward. The DOT strongly <br />discouraged a driveway access on Horner Boulevard; however, if the <br />driveway on Horner Boulevard is implemented, it should be located as <br />far west as possible from Courtland Avenue. The DOT also recommended <br />that Courtland Drive be extended and paved north of Horner Boulevard <br />between Horner Boulevard and Third Street. The DOT favorably <br />supported driveway access to the facility on Elm Street. <br />Representatives from the DOT, the City of Sanford, the County, and <br />Stuart-Fitchett and Associates met regarding the plans. Public <br />safety was the main concern of all involved in the meeting regarding <br />the driveway access on Horner Boulevard. <br />4 <br />
