It was <br />also recommended that client evaluations should extend beyond the <br />initial intake process, which may include making appropriate <br />referrals to other child service providers, such as mental health <br />evaluations. Mental health referrals would be determined by the <br />director. <br />Commissioner Reives stated that a sign should be located at the <br />corner of Hillcrest and Carthage Streets, which should read, "Lee <br />County Youth Services, Hillcrest Emergency Shelter for Youth." <br />Commissioner Cox suggested that if the Hillcrest Youth Home becomes a <br />regional facility in the future, locating an information sign on US <br />Highway #1 may be considered. Commissioner Cox stated that currently <br />any additional signs would advertise the facility, causing an <br />"overload" of clients. Commissioner Reives informed the Board that <br />this sign may enable the Department to receive additional expansion <br />funds by making every effort to ensure the public the facility is in <br />Lee County. Commissioner Hall moved to delete the recommendation of <br />the installation of a sign at Carthage and Hillcrest Streets. <br />Commissioner Cox seconded the motion. The motion was withdrawn, when <br />Commissioner Matthews suggested that the cost of a sign from the <br />State be investigated prior to the Board's decision on the matter. <br />Commissioner Matthews moved that the cost of a sign be investigated <br />prior to the Board making its decision. Commissioner Reives seconded <br />the motion, and upon a vote, the results were as follows: <br />Aye: Hall, Matthews, Paschal, Rei,ves, Stafford, and Wicker <br />Nay: Cox <br />The Chairman ruled the motion had been adopted by a six to one <br />vote. Commissioner Reives requested that the cost of the sign be <br />investigated by the Youth Commission. <br />Commissioner Reives also recommended the following: 1. <br />Hillcrest Youth Home accept children ages nine and under only in <br />emergency situations occurring over a weekend (Friday through <br />Sunday). Emergency shelter for children ages nine and under shall <br />not exceed 72 hours without a referral to the appropriate agency. 2. <br />The Hillcrest Youth Home Policy and Procedure Manual and the existing <br />brochure should be reviewed and revised immediately. 3. More <br />emphasis should be placed on program training for staff, <br />houseparents, volunteers, and Youth Commission members. The staff of <br />Hillcrest should participate in training programs being offered by <br />other County agencies, such as Lee-Harnett Mental Health and the <br />Department of Social Services. 4. Hillcrest Youth Home should apply <br />for membership to the Southeastern Network. S. The Youth Commission <br />and Director should begin seeking other funding sources and/or fund <br />raisers in the event current funding is interrupted or ceased, and in <br />conjunction with this, to investigate the feasibility of establishing- <br />a regional facility with surrounding counties. <br />Commissioner Reives moved to adopt the forementioned <br />3 <br />
