saos 14 pa( 2 <br />the general consensus of the Board to appoint four members to serve <br />on the Community Child Protection Team. <br />Commissioner Cox moved to adopt Items 4, 9, and 13 on the <br />agenda, since the Finance Committee has reviewed and recommended <br />approval of these matters. Commissioner Hall seconded the motion. <br />Commissioner Hall then noted that some matters concerning Item 9 on <br />the agenda were not settled by the Finance Committee which will <br />require the Board's review. In light of this, Commissioners Cox and <br />Hall withdrew the motion from the floor. <br />The Board then considered a request from Triangle J Council of <br />Governments for aging administrative funds in the amount of $25,665. <br />Commissioner Paschal moved to adopt the Finance Committee's <br />recommendation to allocate $11,307 to Triangle J Council of <br />Governments. Commissioner Cox seconded the motion, and upon a vote, <br />the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Stafford announced that Pittsboro and Siler City have <br />withdrawn from Triangle J Council of Governments. <br />Commissioner Reives reviewed with the Board his recommendations <br />for changes in Youth Services and Hillcrest Youth Home. He stated <br />that the Hillcrest houseparents staff should be increased by hiring <br />three additional full-time houseparents to insure proper client to <br />staff ratios. Also, he recommended that a male and a female be on <br />duty at the Hillcrest Youth Home at all times. <br />On behalf of the Youth Services Advisory Board, Commissioner <br />Reives requested that the Board's name be changed to the Lee County <br />Youth Commission. The Commission's responsibilities would encompass <br />the Hillcrest Youth Home, the Thanks Program and the restitution and <br />counseling programs. <br />Commissioner Reives stated that it was recommended that Interim <br />Director of Youth Services Beatrice Fields study the reorganization <br />of staff in Youth Services and the Hillcrest Youth Home, which would <br />be consolidated under the Hillcrest Youth Home. He stated that Mrs. <br />Fields, who also serves as the Finance Director, is currently <br />involved in extra duties associated with the County's audit. He <br />recommended that David M. Griffith and Associates be hired to study <br />the reorganization and to make recommendations on appropriate job <br />titles, job descriptions and job classifications, the cost of which <br />would not exceed $330 and would be allocated from the approved <br />$51,167. <br />Commissioner Reives recommended that the Hillcrest Youth Home <br />staff increase its working relationship with and operating knowledge <br />2 <br />
