wo K 14 Phu i <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />Tuesday, September 3, 1991 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, State of North Carolina, convened at 9:30 A.M. on Tuesday, <br />September 3, 1991, in the Commissioners' Room on the second floor of <br />the County Office Building, 200 Wicker Street, Sanford, North <br />Carolina. Those present were: Commissioners Albert L. Cox, Bobby R. <br />Hall, Bertha L. Matthews, Nathan E. Paschal, Robert T. Reives, <br />William C. Stafford, Jr., and Gordon A. Wicker. Vice-chairman Wicker <br />announced that Chairman Stafford would be late arriving at the <br />meeting, The Vice-chairman declared a quorum present and the meeting <br />open for the transaction of business.- <br />The invocation was given by County Manager William K. Cowan. <br />The Board reviewed the minutes of the August 19, 1991, meeting. <br />Corrections to the minutes were made. Commissioner Hall moved to <br />adopt the minutes of the meeting as corrected as the official minutes <br />of said meeting and that they be recorded. Commissioner Paschal <br />seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, and Wicker <br />Nay: None <br />The Vice-chairman ruled the motion had been adopted unanimously. <br />Vice-chairman Wicker recognized Ms. Donna Cummings, Food Stamp <br />Supervisor for the Department of Social Services, who presented the <br />group interview process initiated in Food Stamp Services. Upon <br />Chairman Stafford's arrival, he stated that he had requested this <br />presentation in order to exemplify the efforts of the Department of <br />Social Services to perform services in a more efficient and <br />cost-effective manner. <br />The Chairman recognized Ms. Diane Lamb, Acting Director for the <br />Department of Social Services, who presented a request for the <br />Commissioners to appoint up to five individuals to serve on a <br />Community Child Protection Team. The Community Child Protection <br />Team, which was mandated by Governor James Martin, involves the <br />community in reviewing cases of child abuse and could possibly deter <br />instances of child abuse. Commissioner Wicker stated that he hopes <br />this team will not create a need for additional staff in the future. <br />Ms. Lamb stated that she does not foresee the need for additional <br />staff and that the team may possibly decrease the workload.
