tqo~ 11 64 <br />petition. <br />11 <br />Ms. Emily Duffell of 1600 Carthage Street stated that she has <br />had problems for several years with muddy and contaminated water- <br />She requested that the County extend the water line. <br />Mr. Phillip Brown of 1700 Carthage Street stated that he <br />has an abundant supply of water on his property according to the <br />former director of the Water Department. Mr. Brown stated that the <br />County will extract water from his property to be utilized for the <br />water line extension. He expressed opposition of having to pay the <br />assessment due to this fact. Commissioner Cox stated for the record <br />that the present Board is not responsible for the former Water <br />Department Director's statements. <br />Mr. James Hunter of 1706 Carthage asked if a more exact cost per <br />property owner could be calculated. Mr. Joyce stated that the exact <br />cost per property owner is recommended by the Buildings, Grounds, and <br />Utilities Committee and is based on the benefit to each property <br />owner. <br />Mr. Gordon Simpson of 2014 Carthage Street spoke in favor of the <br />petition. He expressed concern about the expense to large property <br />owners if cost is based on benefit. <br />Others speaking in favor of the petition were Dr. Mitch Reese of <br />1816 Carthage Street and Dr. Hayden Lutterloh of 1817 Carthage <br />Street. After hearing from all persons desiring to speak on the <br />issue, Commissioner Wicker moved to close the public hearing. <br />Commissioner Matthews seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman declared the vote had been adopted unanimously and <br />the public hearing closed. <br />Commissioner Matthews moved that the Board of Commissioners <br />proceed to the next public hearing on the request for a water line <br />extension on Minter School Road. Commissioner Cox seconded the <br />motion, and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman declared the motion had been adopted unanimously, <br />and the public hearing was open. Mr. Joyce presented the petition to <br />the Board. This project would cost approximately $117,000; however, <br />the Community Development Block Grant for the Beulah Brown Road <br />Target Area would fund $65,000, leaving approximately $52,000 to be <br />assessed among the property owners on Minter School Road. <br />2 <br />
