0 <br />-F} <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />Monday, September 16, 1991 <br />The regular meeting of the Board of Commissioners for the County <br />/ of Lee, State of North Carolina, convened at 7:00 P.M. on Monday, <br />V September 16, 1991, in the Commissioners' Room on the second floor of <br />the County Office Building, 200 Wicker Street, Sanford, North <br />Carolina. Those present were: Commissioners Albert L. Cox, Bobby R. <br />Hall, Bertha L. Matthews, Nathan E. Paschal, Robert T. Reives, <br />William C. Stafford, Jr., and Gordon A. Wicker. Chairman Stafford <br />declared a quorum present and the meeting open for the transaction of <br />business. <br />Chairman William C. Stafford, Jr., presided, and the following <br />business was transacted: <br />The invocation was given by County Manager William K. Cowan. <br />Chairman Stafford presented a certificate of recognition to <br />Commissioner Hall for his service to the Lee County Planning Board <br />prior to his election to the Board of Commissioners. <br />Having been duly advertised, Commissioner Cox moved that the <br />Board of Commissioners proceed to hold a public hearing on the <br />petition for a water line extension on Carthage Street (#2). <br />Commissioner Matthews seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The chairman ruled the motion had been adopted unanimously and <br />the public hearing was open. Mr. Bob Joyce, Director of <br />Administrative Services, presented the petition. Ms. Rebecca Hunter <br />of 1706 Carthage Street stated that she currently has good water and <br />the assessment to install the water line would be too expensive. <br />Mr. Tommy Johnson of 2100 Carthage Street questioned the <br />petition/assessment procedure and asked why the Chris Cole Road area <br />was handled differently. Mr. Joyce explained the process to Mr. <br />Johnson and that the area to which Mr. Johnson referred was handled <br />differently because EDA grant funds in connection with the Golden <br />Poultry project were involved. Mr. Johnson stated that the County <br />should consider running the water lines so that Country Lane Acres <br />with approximately forty residences could also be served, which would <br />alleviate some of the expense to residents on Carthage Street. Mr. <br />Joyce stated that no residents of Country Lane Acres have submitted a <br />1 <br />
