DWI <br />DA <br />to these minutes, and upon this reference, made a part hereof. <br />Commissioner Matthews moved to authorize these refunds and releases. <br />Commissioner Cox seconded the motion, and upon a vote, the results <br />were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman rules; the motion had been adopted unanimously. <br />Mr. Bob Joyce presented a committee report concerning the <br />preliminary assessment methods involved in the water line extension <br />proposals for Carthage Street (#2) and Minter School Road. The <br />Chairman recognized Mr. Thomas W. Johnson of 2100 Carthage Street who <br />expressed concerns about the expense to individual property owners <br />for the project versus the reasonable cost for water installation <br />when the line was extended on Chris Cole Road. Commissioner Matthews <br />stated that a grant was involved with the extension on Chris Cole <br />Road. Mr. Joyce was directed by the Board to provide Mr. Johnson <br />with the facts on the Chris Cole Road water line extension. <br />Following some discussion, Commissioner Cox moved to adopt the <br />following preliminary assessment resolution: <br />WHEREAS, the Board of Commissioners of the County of Lee, North <br />Carolina, has determined that it may be in the best interest of the <br />County to extend its water system and that in order to provide such <br />extensions it would be necessary to assess all of the cost thereof <br />upon the real property benefitted thereby: <br />NOW; THEREFORE, BE IT RESOLVED by the Lee County Board of <br />Commissioners of the County of Lee, North Carolina, that: <br />1. It is intended that the water lines of the Lee County Water <br />System be extended by constructing an 8" connection line beginning at <br />the Hales (9031-68-6203) - Johnson (9031-68-8498) property line and <br />continuing northeast along Carthage Street to its intersection with <br />Keller-Andrews Road pursuant to Article 9, Chapter i53A of the <br />General Statutes. <br />2. 100 percent of the total cost of said extension shall <br />hereafter be assessed upon the benefitted properties on the basis of <br />(1) at an equal rate per front footage abutting on the project, and <br />(2) at an equal rate per lot for each of the lots served, or subject <br />to being served, by the project. <br />3. The assessment against the following class(es) of property <br />shall be held in abeyance, with interest, until connections are <br />actually made to the system or until the 5th anniversary date of <br />confirmation of the assessment roll, whichever first occurs: None. <br />4. The assessment herein provided for shall be payable in cash, <br />or if any property owner shall so elect, he shall have the option of <br />6 <br />
