F2 s JA T= 70 <br />The Chairman ruled the motion had been adopted unanimously. <br />Mr. Barefoot then presented a request from the Planning Board to <br />appoint two alternate members to the Planning Board, to avoid delays <br />in acting upon matters sent from the Board of Adjustment. <br />Legislation requires a 415 vote of membership of Planning Boards when <br />fulfilling functions of the Board of Adjustment, such as the issuance <br />of special use permits. The alternate members would probably be <br />needed no more than a couple of times each year. The Planning Board <br />recommended that the two individuals serving as alternate members on <br />the Board of Adjustment also serve as the two alternate members on <br />the Planning Board. Mr. Barefoot recommended, however, that the two <br />members be appointed from citizens at large who express an interest <br />in serving on the Planning Board. The alternate members could then <br />step into the regular positions on the Planning Board, having had <br />some prior experience on the board, when the regular members' terms <br />expire. Commissioner Hall moved to allow two alternate members to <br />serve on the Planning Board. Commissioner Reives seconded the <br />motion, and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Commissioner Reives moved to appoint the two interested citizens <br />from the community to serve as alternate members on the Planning <br />Board at the next regular meeting. Commissioner Paschal seconded the <br />motion, and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board then considered methods of collecting fees for the <br />Homeowners Recovery Act (HB37). Commissioner Hall moved to charge a <br />$5.00 fee for each permit issued to a general contractor for the <br />construction or alteration of any single family residential dwelling <br />unit to collect fees as required by General Statute 87-15.5,9 for the <br />Homeowners Recovery Fund as recommended by the Finance Committee. <br />Commissioner Wicker seconded the motion, and upon a vote, the results <br />were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Stafford recognized Mr. Nathan Crissman, Tax <br />Administrator, who requested the Board's consideration of the tax <br />refunds and releases for September, 1991, a copy of which is attached <br />5 <br />
