Cowan announced that Ms. Debra Holley from the North Carolina Association of County Commissioners would not be present to review the local government textbook program at this meeting due to illness. The Chairman recognized Dr. Marvin Joyner, who presented recommendations for the acoustical problems at the Lee County Civic Center from Stewart Acoustical Consultants and the Community Advisory Committee. Dr. Joyner provided the following costs involved, including the installation of a free-standing sign to advertise upcoming events and a flagpole which was recommended by the advisory committee, and revenue estimates: Costs,.
