0 .0 <br />8" 14 PPP 73 <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />Monday, October 7, 1991 <br />The regular meeting of the Board of Commissioners for the County <br />of Lee, State of North Carolina, convened at 9:30 A.M. on Monday, <br />October 7, 1991, in the Commissioners' Room on the second floor of <br />the County Office Building, 200 Wicker Street, Sanford, North <br />Carolina. Those present were: Commissioners Albert L. Cox, Bobby R. <br />Hall, Bertha L. Matthews, Nathan E. Paschal, Robert T. Reives, <br />William C. Stafford, Jr., and Gordon A. Wicker. Chairman Stafford <br />declared a quorum present and the meeting open for the transaction of <br />business. <br />Chairman William C. Stafford, Jr., presided, and the following <br />business was transacted: <br />The invocation was given by Reverend Gerald Bridges, pastor of <br />Cool Springs Baptist Church. <br />Chairman Stafford thanked all individuals in the community who <br />had expressed concern and sympathy to his family during the recent <br />loss of his father-in-law, Mr. Bruce Thomas. <br />Chairman Stafford requested that the Board of Commissioners <br />consider exploring the concept of a water and sewer authority with <br />Lee County, the City of Sanford, and the Town of Broadway to deal <br />with a continuing need to handle, as well as, to enhance growth in <br />the County. He also suggested that a "sunset provision" of six <br />months be stipulated. The water and sewer authority should be <br />created on an asset basis, providing equal representation based on <br />the input of the three entities involved. Commissioner Hall moved to <br />explore the concept of a water and sewer authority with the County of <br />Lee, the City of Sanford, and the Town of Broadway. Commissioner <br />Paschal seconded the motion. <br />Following some discussion, Commissioner Wicker offered a <br />substitute motion to pursue the public's vote on a merger of city and <br />county governments in Lee County, which would also automatically <br />establish a unified water and sewer authority. Commissioner Cox <br />seconded the motion. <br />Following more discussion, Commissioner Hall moved to table the <br />substitute motion. Commissioner Matthews seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Hall, Matthews, Reives, and Stafford <br />Nay: Cox, Paschal, and Wicker <br />1 <br />
