E <br />idol 1-1 100 <br />of <br />Following the recess, Commissioner Paschal moved to recess the <br />public hearings in order to hear a presentation from Ms. Debra Holley <br />of the North Carolina Association of County Commissioners. <br />Commissioner Cox seconded the motion, and upon a vote, the results <br />were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Ms. Holley presented the program to publish a textbook to be <br />utilized in public schools throughout the State on local government <br />in North Carolina. Funding for the project would be a joint effort <br />of the North Carolina Association of County Commissioners, the North <br />Carolina League of Municipalities, and the North Carolina City-County <br />Management Association. Following some discussion on the matter, <br />Commissioner Matthews moved to contribute the recommended amount of <br />$1178 to the project. Commissioner Paschal seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, and Stafford <br />Nay: Wicker <br />The Chairman ruled the motion had been adopted by a six to one <br />vote. <br />Commissioner Cox moved to resume the public hearings. <br />Commissioner Matthews seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously, and <br />the public hearing resumed. Mr. Bob Joyce, Director of <br />Administrative Services, reviewed with the Board the procedures which <br />have already occurred in the petition process leading to a <br />preliminary assessment for a water line extension on Carthage Street, <br />Project #2. Mr. Joyce explained the method of assessment used for <br />the project. Individuals involved were then given an opportunity to <br />speak in favor of or in opposition to their assessment estimates <br />needed in order for the County to complete the project. Mr. and Mrs. <br />Gene Duffel stated that their water supply is contaminated and they <br />urgently need water. Ms. Shirley Wood of 1601 Carthage Street stated <br />that she opposes the water line extension at the current assessment. <br />Mr. Thomas Johnson of 2100 Carthage Street expressed his opposition <br />to the high assessment to install the water line. He stated that he <br />lives on a fixed income and cannot afford the expense. Ms. Mary <br />Thornton Yarborough also opposed the water line extension at the <br />assessed cost for her mother's estate. Ms. Lucy Brown of 1700 <br />Carthage Street stated that she has a sufficient supply of water and <br />4 <br />
