Mr. Roy Cox of 730 Averts Ferry Road stated that he <br />owns property adjacent to the proposed manufactured home park. He <br />stated that there are currently enough manufactured homes in the <br />area. Ms. Nell Owens of 701 Avents Ferry Road stated that the <br />manufactured home park would decrease the value of her property. Ms. <br />Delores Patterson of 622 Avents Ferry Road stated that a manufactured <br />home park would create an undesirable situation in the neighborhood. <br />Ms. Linda Sloan stated that as owner of the property, she would make <br />sure the park was properly operated. There being no one else present <br />to speak on the request, the next petition was presented. <br />Mr. Barefoot presented drawings of the property for a petition <br />submitted by Dowell Eakes for James E. Eakes and Norma E. Herr, <br />owners of the property, to rezone a portion of a 13.02 acre tract of <br />land located at the northwest corner of the intersection of Eakes <br />Road and Quail Ridge Drive from Residential Agricultural Conditional <br />Use District. The petitioner proposes to locate a single wide <br />manufactured home on the property. <br />Mr. Dowell Eakes stated that his mother has alzheimer's disease, <br />which requires fulltime care. The manufactured home would be located <br />beside his residence so that a nurse could tend to his mother and the <br />close proximity would enable the nurse to quickly assist in his <br />mother's care in an urgent situation. He stated that he would agree <br />to move the manufactured home from the property within a reasonable <br />period of time following his mother's death. Mr. Bill Carter, <br />representing the Quail Ridge Property Owners' Association, spoke in <br />opposition to the request, stating that the manufactured home would <br />detract from the appearance of the neighborhood. Mr. Edward Boyle of <br />5709 Quail Ridge Road expressed his concerns about the entire tract <br />of land being rezoned versus rezoning only the small portion of <br />property on which the manufactured home will be located. Ms. Dorothy <br />Lynch of 7520 Mourning Dove Drive opposed the request and asked Mr. <br />Eakes to consider placing the manufactured home behind his house <br />instead of beside the house. Ms. Lynch stated that the rezoning may <br />set a precedence for allowing other manufactured homes on the <br />property in the future. Mr. Bill Parrish stated that the rezoning <br />would decrease the surrounding property values. He suggested that <br />only the portion of property on which the manufactured home would be <br />located be rezoned. There being no one else present to speak on the <br />request, the next request was presented. <br />Mr. Barefoot presented a proposed ordinance implementing the <br />statutory vested right provisions of North Carolina General Statute <br />153-344.1. Commissioner Cox suggested that Section 4.f should read <br />"Nothing in this chapter shall prohibit the revocation of the <br />original approval or other remedies for failure to comply with <br />applicable terms and conditions of the approval or the zoning <br />ordinance in effect at the time of approval." There being no one <br />else present to speak on the request, the Chairman called for a <br />ten-minute recess. The Planning Board left the Commissioners' Room <br />to continue its public meeting <br />3 <br />
