DA <br />uooO 14-parr 110 <br />19 <br />The Chairman ruled the motion had been adopted unanimously. <br />Mr. Nathan Crissman, Tax Administrator, presented the tax <br />refunds and releases for October, 1991, for the Board's <br />consideration, a copy of which is attached to these minutes, and upon <br />this reference, made a part hereof. Commissioner Matthews moved to <br />authorize the refunds and releases. Commissioner Wicker seconded the <br />motion, and upon a vote, the results were as follows: <br />Aye: Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Stafford recognized Mr. Leonard Barefoot, Director of <br />Planning, who presented several recommendations from the Planning <br />Board. He stated that the Planning Board unanimously recommended <br />that the Board of Commissioners deny the Quail Ridge Golf Course, <br />Inc., petition submitted by Ray Smith and Jim Moore to rezone 5.21 <br />acres of land located at the southwest corner of the intersection of <br />Lark Lane and Jefferson Davis Highway from Residential Restricted <br />District to Highway Commercial District. He stated that the Planning <br />Board in its deliberation cited the residential nature of the <br />surrounding property, the wide scope of commercial uses allowed on <br />properties zoned Highway Commercial District, and the considerable <br />opposition to the rezoning by the neighboring property owners. <br />Commissioner Hall moved to adopt the Planning Board's recommendation <br />to deny the request. Commissioner Paschal seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Mr. Barefoot stated that the Planning Board unanimously <br />recommended that the Board of Commissioners approve Lonnie Joe <br />Simmons' petition to rezone a total of approximately 5.52 acres of <br />land located on the eastern side of Jefferson Davis Highway from <br />Residential Agricultural District to Highway Commercial District. A <br />2.21 acre portion of the property is located at 2909 and 2913 <br />Jefferson Davis Highway, and a 3.31 acre portion of the property is <br />located beginning at a point approximately 800 feet south of the <br />intersection of Chris Cole Road and Jefferson Davis Highway. He <br />stated that the Planning Board in its deliberation cited the fact <br />that the property adjoins property zoned Highway Commercial District, <br />that the property has access onto a four lane highway, and that the <br />property would not be appealing to develop for either residential or <br />agricultural purposes. Commissioner Hall moved to adopt the request. <br />Commissioner Paschal seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />3 <br />
