5: <br />KIM 1A PACE 181 <br />MINUTES OF THE REGULAR MEETING <br />OF <br />THE BOARD OF COMMISSIONERS <br />FOR <br />THE COUNTY OF LEE, STATE OF NORTH CAROLINA <br />Monday, December 16, 1991 <br />****~***=K;K*******k:*~********;K*=k*~='k**W.W*~***~*~**~Y-*~**=K**~K****W****'kW>K <br />A special meeting of the Board of Commissioners for the County <br />of Lee, State of North Carolina, having been duly advertised, <br />convened at 3:00 o'clock P.M. on Monday, December 16, 1991, in the <br />Commissioners' Room on the second floor of the County Office <br />Building, 200 Wicker Street, Sanford, North Carolina. Those present <br />were: Commissioners Albert L. Cox, Bobby R. Hall, Bertha L. <br />Matthews, Nathan E. Paschal, Robert. T. Reives, William C. Stafford, <br />Jr., and Gordon A. Wicker. Chairman Stafford declared a quorum <br />present and stated that the purpose of the special meeting was to <br />consider entering into executive session to discuss a contractual <br />matter. <br />Commissioner Matthews moved to enter into executive session to <br />discuss a contractual matter. Commissioner Cox seconded the motion, <br />and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously, and <br />the Board convened in the Board of Education Conference Room in <br />executive session. Following the Board's discussion in executive <br />session, Commissioner Hall moved that the executive session be closed <br />and the public session resume. Commissioner Cox seconded the motion, <br />and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously, and <br />the public session resumed in the Commissioners' Room. <br />The regular meeting of the Board of Commissioners commenced at <br />4:00 o'clock P.M. with all members present. <br />Chairman William C. Stafford, Jr., presided, and the following <br />business was transacted: <br />The invocation was given by County Attorney K. R.
