d <br />Z~V <br />e~o'~ 11 r~,F 185 <br />Nay: None <br />H <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board next considered requests from the Lee County School's <br />Administrative Office and the Red Cross involving use of the County <br />Office Building's vacant office spaces and the vacated parking spaces <br />in the garage. Following some discussion, Commissioner Cox moved <br />that the Buildings, Grounds, and Utilities Committee handle this <br />matter. Commissioner Hall seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board observed a brief recess. Following the recess, <br />Commissioner Wicker briefed the Commissioners about the Lee County <br />Board of Health's consideration of adopting regulations governing <br />public health nuisances, which was brought to the public's attention <br />in The Sanford Herald. The Board discussed calls from concerned <br />citizens about the proposed regulations. The Board of commissioners <br />expressed its opposition to the proposed action. County Attorney <br />Hoyle stated that the Board of Health has the authority to adopt the <br />regulations. Commissioner Wicker stated that the Board of Health <br />will be discussing the regulations at its next regular meeting on <br />January 1S, 1992. Chairman Stafford :stated that he would report the <br />Commissioners' views on this matter at the meeting. In regards to <br />this matter, the Commissioners expressed the importance of department <br />heads communicating controversial matters such as this to the County <br />Manager so that he, in turn, can inform the Commissioners. <br />Commissioner Reives stated that all department heads within the <br />County should inform the County Manager about important issues that <br />could spark public opposition. <br />Chairman Stafford appointed Commissioner" Paschal to serve as a <br />representative on a newly formed committee of Cencom Cable <br />Television, which will meet quarterly to discuss what is happening <br />with Cencom and also to discuss any problems or complaints. <br />The Chairman recognized Tax Administrator Nathan Crissman, who <br />reported that after an inquiry with the Institute of Government, he <br />learned that the County has no authority to charge the volunteer- fire <br />departments for collecting their fees. The Board directed the County <br />Manager to determine the best method of notifying the fire <br />departments about this matter. <br />Mr. Crissman reported that the cost determined for processing <br />and collecting taxes for the Town of Broadway is $3.40 per bill. The <br />total budget from the Tax Office, indirect computer costs, and the <br />indirect Finance Department costs for processing tax bills is <br />$162,270.00.
