Commissioner Paschal <br />seconded the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered endorsing the following resolution: <br />WHEREAS, "state-shared" revenues to counties and cities have <br />been so uncertain in recent years, and <br />WHEREAS, local governments, particularly counties, need <br />dependable revenue sources to meet the growing program needs and <br />spending pressures, and <br />WHEREAS, preparing a budget is a time consuming and difficult <br />process without any added uncertainties; <br />NOW, THEREFORE BE IT RESOLVED that the North Carolina <br />Association of County Finance Officers call for sound, dependable <br />revenue sources with the potential for growth for local governments <br />that are not at risk of being cut from the state budget. <br />FURTHER BE IT RESOLVED that a copy be retained in the official <br />files of the Association. <br />Commissioner Cox moved to endorse the resolution and to notify <br />our State representatives of this endorsement. All funds for capital projects in excess of 4150.00 from the <br />Lee County Parks and Recreation Commissioner's matching grants fund <br />must be used for recreational facilities owned by Lee County and <br />under the control of the Lee County Parks and Recreation Department. <br />2. Any public or private agency, civic group or individual, <br />church or not-for-profit organization which is located in Lee County <br />who desires to repair, renovate and improve any existing park or <br />other recreational facility owned by Lee County and under the control <br />of the Lee County Parks and Recreation Department is eligible to <br />request funds from the matching grants fund of the Lee County Parks <br />and Recreation Commission. <br />4 <br />
