0 6 <br />The Chairman ruled the motion had been adopted unanimously. <br />Mr. Hines presented a request to transfer $5520 from Maternal <br />Health Escrow to the Maternal Health Program budget to be spent on <br />professional services. Commissioner Paschal moved to grant the <br />request. Chairman Stafford seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board recessed for lunch. Following the recess, chairman <br />Stafford recognized Mr. James Shackelton, Environmental Health <br />Supervisor, who presented the new Public Management Entities rule to <br />be effective July 1, 1992, concerning alternative and innovative <br />on-site sewage systems adopted by the North Carolina Commission for <br />Health Services. He stated that counties will be required to have a <br />management entity to ensure that certain types of sewage disposal <br />systems are properly maintained and operated. Counties not complying <br />with this ruling will not be allowed to issue permits for Class 4, 5, <br />or 6 sewage disposal systems. The Board discussed the possibility of <br />contracting a private certified operator or creating a committee <br />through the Health Department to oversee the program. Mr. Shackelton <br />was directed to seek a private certified operator to recommend to the <br />Board to contract this service. <br />The Board considered a request from Lee County Schools to pay <br />utility bills for the Wilrik Building for bills incurred through June <br />30, 1992. After a brief discussion, Commissioner Paschal moved to <br />transfer $16,295 to Lee County Schools to pay utility bills through <br />June 30, 1992. Commissioner Reives seconded the motion, and upon a <br />vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board then considered a request for appropriations to test, <br />clean, and transport the soil contaminated by the leaking underground <br />fuel tanks, which have been removed, at the Maintenance Department <br />site. Public Works Director Bobby Johnson stated that the total cost <br />for the clean-up has not been determined. If underground water has <br />been contaminated, the process may be very costly.
