0 0 <br />Mr. Barefoot presented the third rezoning request. He stated <br />that the Planning Board unanimously recommended that the Board of <br />Commissioners deny Hastel and Mary Ruth Baber's request to rezone <br />9.72 acres of land at 6930 Sheriff Watson Road which is located at <br />the northwestern corner of Sheriff Watson Road and Katherine Drive <br />from Residential Agricultural District to Residential Mixed <br />Conditional Use District for the location of an eight lot <br />manufactured home park. Mr. Baber reduced his request from ten lots <br />to eight lots at the public hearing. The Planning Board in its <br />deliberation cited the availability of other manufactured home park <br />spaces in the same area of the county and its concerns about the <br />proposed manufactured home park spaces using Katherine Drive, a <br />private road, as a means of access. Mr. Baber subsequently contacted <br />the Planning Department to reduce his request from eight manufactured <br />home lots to four lots. The Planning Board has not been made aware <br />of this request. Commissioner Cox moved to accept the recommendation <br />of the Planning Board to deny the request. Commissioner Paschal <br />seconded the motion. Following a brief discussion about Mr. Baber <br />reducing the Baber's request to four lots, Commissioner Matthews <br />moved as a substitute motion that the request for four manufactured <br />home lots on his property be referred to the Planning Board for its <br />review and recommendation. Commissioner Reives seconded the motion. <br />The Chairman ruled that the vote was on the substitution of the last <br />motion for the original motion. The vote was as follows: <br />Aye: Hall, Matthews, Reives, Stafford, and Wicker <br />Nay: Cox and Paschal <br />The Chairman ruled that the motion had been adopted by a <br />majority vote and the last motion was substituted for the original <br />motion. The Chairman then asked for further discussion on the motion <br />that was substituted. There being none, the chairman called for a <br />vote on that motion, and the results were as follows: <br />Aye: Hall, Matthews, Reives, Stafford, and Wicker <br />Nay: Cox and Paschal <br />The Chairman ruled the substitute motion was adopted by a <br />majority vote. <br />Mr. Barefoot presented the fourth rezoning request. He stated <br />that the Planning Board unanimously recommended that the Board of <br />Commissioners approve Charles Ray Riddle's petition to rezone 1.92 <br />acres of land at 1427 Riddle Road which is located on the northern <br />side of Riddle Road beginning at a point approximately 1250 feet east <br />of the intersection of Colon Road and Riddle Road from Residential <br />Agricultural District to Highway Commercial Conditional Use District <br />5 <br />
