0 0 <br />Chairman directed County Manager William K. Cowan to send a Request <br />for Proposals to various firms in the state that may be interested in <br />submitting a proposal. <br />The Chairman recognized Mr. Leonard Barefoot, Director of <br />Planning, who presented the Planning Board's recommendations on four <br />rezoning requests. He stated that the Planning Board unanimously <br />recommended that the Board of Commissioners deny the William Kottcamp <br />petition to rezone 1.705 acres of land located on the eastern side of <br />Colon Road at the southwest corner of Colon Road and Birchard Road <br />from Residential Agricultural District to Highway Commercial <br />Conditional Use District for the location of a flea market (indoors <br />and outdoors). The Planning Board in its deliberation cited the <br />potential traffic hazard a flea market could cause on Colon Road and <br />the fact that Mr. Kottcamp proposed to use a tent for his business. <br />The Planning Board did not feel that such an operation would be in <br />keeping with the residential integrity of the nearby residential <br />area. Commissioner Cox moved to adopt the Planning Board's <br />recommendation to deny the request. Commissioner Paschal seconded <br />the motion, and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Mr. Barefoot stated that the majority of the Planning Board <br />recommended that the Board of Commissioners deny the Tommy Joe and <br />Joyce Cox petition to rezone approximately 7.0 acres of land located <br />on the northern side of Longstreet Road beginning at a point <br />approximately 1150 feet west of the intersection of Longstreet Road <br />and Woodland Trails Road from Residential Agricultural and <br />Residential Mixed Districts to Residential Mixed Conditional Use <br />District for the location of a nine lot manufactured home park. The <br />Planning Board in its deliberation cited concerns about heavy traffic <br />on Longstreet Road, an unpaved street, as well as the large number of <br />manufactured home park spaces and other individually owned <br />manufactured home lots available in the area. Commissioner Paschal <br />moved to adopt the Planning Board's recommendation to deny the <br />request. Commissioner Cox seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />4 <br />
