Commissioner Hall moved to enter into executive session to discuss contractual and land acquisition matters. Commissioner Paschal seconded the motion, and upon a vote, the results were as follows: Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker Nay: None The Chairman ruled the motion had been adopted unanimously, and the Board was in executive session. Following the Board's discussion in executive session, commissioner Cox moved that the executive session be closed and the public session resume. Commissioner Hall seconded the motion, and upon a vote, the results were as follows: Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker Nay: None The Chairman ruled the motion had been adopted unanimously, and the Board was in public session. The Board then recessed for dinner. The Board reconvened at 7:00 P.M. at the Lee County Office Building, 200 Wicker Street, Sanford, North Carolina, on the second floor in the former Commissioners' Room. Having been duly advertised, Commissioner Paschal moved to open a public hearing to discuss recreational land use rights. Commissioner Hall seconded the motion, and upon a vote, the results were as follows: Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker Nay: None The Chairman ruled the motion had been adopted unanimously, and the public hearing began. Chairman Stafford stated that he received a letter from Mr. Ed Harris, who could not attend the meeting, expressing his views on the issue. Ms. Laura Young of 7500 Deep River Road stated that designated open space areas should be provided locally for hunting and for "off the road vehicles". She expressed her concern about individuals' safety in regards to hunting. Mr. Guy Maddox of 1916 5
