;:~Ua3 f~ ;zr~ ® is <br />MEMORANDUM TO LEE COUNTY BOARD OF COMMISSIONERS <br />• March 24, 1992 <br />Page Two <br />CTAA retained the services of CGA Consulting Services, Inc. to conduct a detailed <br />study of how routes and services could be consolidated, and to develop an <br />implementation plan. <br />PLAN RECOMMENDATIONS <br />The consulting firm has developed a plan for the consolidation of these services. After <br />receiving input from the Lee County Transportation Committee, it was determined that <br />the Department for the Aging should be named as the agency to manage the <br />consolidated transportation program. <br />There are many benefits to the proposed plan: <br />• Consolidation of service will result in overall cost savings to the six <br />participating agencies. Projected costs of individual program operation are <br />an estimated $211,447 versus $202,819 for consolidated program <br />operation, based on a full year comparative basis. <br />• The consolidated program will require fewer vehicles. Currently, the six <br />individual programs use twelve (12) vehicles while consolidated program <br />operation will require only eleven (11) vehicles (excluding back-up). <br />• Vehicle-miles of operation can be reduced to 189,109 annual miles from <br />203,131 miles, again based on a full year comparison. Overall vehicle- <br />hours of operation can be reduced to 11,711 annual hours from 11,715 <br />hours. <br />• Despite these reductions, service is expanded over current levels. First, <br />additional demand response service will be provided on a five day a week <br />basis, allowing additional scheduling of medical appointments by agency <br />clients. Second, the level of JOBS clients transported by the system will <br />double. <br />Exhibit 1 provides a comparison of the current scope of agency operations versus the <br />same data for consolidated agency operations. <br />The consolidated program will initially only transport clients of the six agencies. The <br />plan calls for the consolidated system to expand after the first year of operation. The <br />Transportation Committee has identified other individuals who need transportation <br />services but who are no longer eligible for human service agency programs are who do <br />not qualify for such programs. Also, a survey of major employers in Lee County has <br />• indicated that business and industry would support such a program if it provided a <br />dependable alternative for workers to get to their jobs. <br />Z <br />
