e,oo~ 1~ p„r 631 <br />BUDGET, GROUNDS & UTILITIES COMMITTEE <br />MINUTES <br />WEDNESDAY, APRIL 15, 1992 <br />Chairman Matthews called <br />Commissioner Wicker joined the <br />Item #1. <br />the meeting to order at 5:50 p.m. <br />meeting during the discussion of <br />ITEM #1 <br />Don McLaughlin presented his recommendation for the <br />engineering consultant on the Park Avenue Park Project. Dick Hoyle <br />reviewed the statute and procedure for selecting an engineer. Bob <br />Joyce reviewed the procedure used in soliciting proposals. <br />Commissioner Paschal moved to recommend Hobbs, Upchurch & <br />Associates be employed for this project. Commissioner Wicker <br />seconded the motion and upon a vote, the motion passed <br />unanimously. <br />ITEM #2 <br />Chairmen Matthews called on Mr. Cowan to review a letter from <br />area farmers concerning trash dumping on their land. Mr. Hoyle was <br />called upon to review the ordinance and penalties for dumping <br />trash. There was further discussion of the County's role in trash <br />removal from public and private lands. There was no formal <br />motion. <br />ITEM #3 <br />Chairman Matthews called on Mr. Cowan to summarize the staff <br />report on the cost projections for the Courthouse/Law Enforcement <br />Center Project. Mr. Cowan stated that changes would be needed to <br />bring the project within budget as recommended by the Finance <br />Committee. <br />Other matters related to the courthouse project were <br />discussed: <br />-Smoking areas have been designated and clerk, register <br />of deeds, and attorney's are all aware of the areas and <br />are in agreement; <br />-Parking will be a problem during the courthouse project. <br />At least 130 spaces are needed and there are only 66 spaces <br />available. This includes utilizing the lot at Elm and <br />Courtland Streets. The maintenance building needs to be <br />moved at once to allow for proper staging; <br />-Bids are due on the project on May 21, 1992. Bonds are <br />scheduled to be sold on June 16 with funds being received <br />no earlier than July 7. Mr. Cowan recommended that the <br />Board of Commissioners award the bid subject to the bond <br />sale being completed. This would save two to three weeks; <br />g9 <br />-Clerk of the Works was discussed and Mr. Fitchett was <br />instructed to include in the bid document some office <br />
