H <br />e.~oi 1=9 576 <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board then recessed for dinner. The Board reconvened at <br />7:00 PM at the Lee County Office Building, 200 Wicker Street, <br />Sanford, North Carolina, on the second floor in the former <br />Commissioners' Room. All Commissioners were present except for <br />commissioner Reives. Having been duly advertised, Commissioner <br />Matthews moved to open a pubic hearing to discuss six (6) rezoning <br />requests. Commissioner Paschal seconded the motion, and upon a vote <br />the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Chairman invited the Planning Board members to join the <br />Commissioners for a joint public hearing. Mr. Leonard Barefoot, <br />Planning Director, presented the petition submitted by Mr. Charles <br />Estes to rezone from Residential Agricultural District to Highway <br />Commerical Conditional Use District 13.14 acres of land located on <br />the eastern side of Lower Moncure Road approximately 4100 feet south <br />of the intersection of Lower Moncure Road and the Norfolk Southern <br />Railroad for the location of an automobile sales business. Mr. <br />Barefoot presented drawings of the property and answered questions <br />from the Board. <br />Mr. James Estes, owner of the property, spoke in favor of the <br />request and answered questions from the Boards. The following <br />individuals spoke in opposition of the request; Foster Neal of 2719 <br />Lower Moncure Road, Sanford; Tommy O'Neill of 2831 Lower Moncure <br />Road, Sanford; Steve Baber of 101 Mantle Court, Raleigh, North <br />Carolina; Rex Chesam of Lower Moncure Road, Sanford; and Harold Rouse <br />of 2904 Lower Moncure Road, Sanford. The general consensus was that <br />the particular land in question was a residential section with family <br />homes surrounding, six miles from town, land difficult to perk, and <br />fear the area would become a junk yard. <br />Petition submitted by Jimmy Blackburn to rezone from Residential <br />Agricultural District to Highway Commercial Conditional Use District <br />8.85 acres of land located at 2905 Jefferson Davis Highway for the <br />location of an automobile sales business. No one spoke in opposition <br />of this petition. <br />4 <br />
