Rezoning Request - Charles Estes. <br />The Planning Board unanimously recommends that the Board of <br />Commissioners deny the Charles Estes petition to rezone 13.14 <br />acres of land located on the eastern side of Lower Moncure Road <br />approximately 4100 feet south of the intersection of Lower Moncure <br />Road and the Norfolk Southern Railroad from Residential <br />Agricultural District to Highway Commercial Conditional Use <br />District for the location of an automobile sales business. The <br />Planning Board in its deliberation cited the fact that all of the <br />surrounding properties are residential and that the location of <br />this type of business would not be in keeping with the residential <br />integrity of the area. The Planning Board also expressed concern <br />about possible ground and surface water contamination by leaking <br />fluids from automobiles stored on the property. <br />Rezoning Request - Jimmy Blackmun. <br />The Planning Board unanimously recommends that the Board of <br />Commissioners approve a portion of the Jimmy Blackmun petition to <br />rezone 8.85 acres of land located at 2905 Jefferson Davis Highway <br />from Residential Agricultural District to Highway Commercial <br />Conditional Use District for the location of an automobile sales <br />business. The Planning Board recommends that, since Mr. Blackmun <br />indicated during the public hearing he will be using only the <br />southernmost two acres of the property for his business, only two <br />acres of the property as designated on a map approved by the Lee <br />County Planning Department, be rezoned (the map approved by the <br />Planning Department shows the southernmost 210 feet fronting along <br />Jefferson Davis Highway).
