LEE COUNTY <br />Committed Today for a Better Tomorrow <br />BUDGET WORK SESSION <br />OF THE <br />LEE COUNTY BOARD OF COMMISSIONERS <br />COMMISSIONERS ROOM <br />106 HILLCREST DRIVE <br />SANFORD, NORTH CAROLINA 27330 <br />JUNE 4, 2018 <br />The Budget Work Session of the Lee County Board of Commissioners for the County of Lee, State <br />of North Carolina, convened at 5 p.m. in the Commissioners' Room, First Floor, Lee County Government <br />Center, 106 Hillcrest Drive, Sanford, North Carolina, on said date. Commissioners present when the work <br />session was called to order were Amy M. Dalrymple, Larry "Doc" Oldham, Robert T. Reives, Cameron W. <br />Sharpe, and Timothy S. Sloan. Staff in attendance included County Manager John Crumpton, Assistant <br />County Manager/Finance Director Lisa Minter, County Attorney Whitney Parrish, and Deputy County <br />Attorney/Clerk to the Board Jennifer Gamble. Commissioner Dodson and Knecht were absent when the <br />meeting began. <br />CALL TO ORDER <br />Chair Dalrymple called the Budget Work Session to order at 5:00 P.M. <br />II. BUDGET PRESENTATION/DISCUSSION <br />County Manager John Crumpton summarized potential changes for discussion including Student <br />Resource Officer (SRO) funding to the Sheriff to float an SRO between the two high schools, a community <br />resource officer to float between county buildings, the funding for S-3 Connect to the City of Sanford, <br />funding for an agriculture application for Cooperative Extension, and a Soil Conservation Shelter. The <br />additions that were discussed totaled $195,000. To pay for those increases, the County Manager proposed <br />a reduction of the number of dodge chargers for the Sherriff's Office by three, reduced capital to various <br />departments by $25,000, reduced the reserves for property liability insurance and workers compensation, <br />and stated that the rest would be covered by year end ABC revenue and fund balance. ABC profits are <br />generally used to offset mental health expenditures. The largest budget commitments are dedicated to the <br />K-12 system, Community College, and law enforcement with the Sheriff's Office. <br />Commissioner Dodson arrived at 5:11 p.m. <br />Chair Dalrymple stated that the concerns regarding SROs at the two private Christian schools were <br />received. Based on legal counsel, she stated that the Board's hands are tied with regards to providing the <br />dedicated funding to private, religious schools. She further added that she will work with the Sheriff to <br />formulate a plan and provide any security measures that are available. <br />Presently in General Assembly Committee, there is legislation that specifically refers to public <br />schools and charter schools SRO funding. Chair Dalrymple stated that it is apparent from the expressed <br />intent in the proposed legislation that private schools are not intended to receive public funding for SROs. <br />Dalrymple reminded the Board that Lee County is one of four counties in the state currently providing an <br />SRO at every public school in Lee County. Commissioner Reives moved to request a formal opinion from <br />the Attorney General's office regarding the Student Resource Officer funding.
