Chair Dalrymple closed the public hearing. <br />IV. PUBLIC COMMENTS <br />Pursuant to General Statute § 152A-52.1, Chair Dalrymple opened the floor for Public <br />Comments. The following people spoke during the public comments section of the <br />meeting: <br />- Richard Hayes, 2004 Vantage Pointe, Sanford, NC (Funding of SROs) <br />- Don Schreiner, 406 Spottswood Drive, Sanford, NC (Veterans Memorial Funding) <br />- Gary Gilliam, 1701 Owls Nest Road, Sanford, NC (Disabled Veterans Monument) <br />- Irene smith 547 West Weatherspoon Street, Sanford, NC (S-3 Housing Connect) <br />V. OLD BUSINESS <br />A. Consider the Contract with the Sanford Area Growth Alliance for Economic <br />Development Services <br />In October of 2014, Lee County executed a contract for economic development <br />services with the Sanford Lee County Partnership for Prosperity. Since 2014, the County <br />has continued to fund the SLCPP for these services. Per Section 3 of the contract, the <br />contract is to be reviewed along with the membership representation by the Board of <br />Commissioners on an annual basis. Last year the contract amount was for $270,000. This <br />year's request is $330,000. Commissioner Oldham moved to approve the contract with <br />SAGA for economic development services for fiscal year 2018-2019 in the amount of <br />$330,000, a copy of which is attached to these minutes and by this reference made a part <br />hereof. Upon a vote, the results were as follows: <br />Aye: Dalrymple, Dodson, Oldham, Reives, Sharpe, Sloan <br />Nay: Knecht <br />The Chair ruled the motion had carried 6:1. <br />B. Consideration of a Rezoning Request for 261/275 Harvey Faulk Road and 3764 <br />Highway 87 S. <br />An application was submitted by Schoolhouse Sanford, LLC to rezone two tracts of <br />land addressed as 261/275 Harvey Faulk Road and 3764 Highway 87 S. and comprising <br />of approximately 14.22 acres off of Harvey Faulk Road from Residential Agricultural (RA) <br />and Residential Restricted (RR) to a site plan specific conditional zoning district that would <br />allow the development of a school on site in addition to the residential uses currently <br />allowed. Zoning Administrator Amy McNeill stated that to approve the request the Board <br />will have to approve that the zoning map amendment is consistent with adopted long range <br />plan because, even though the 2020 Land Use Plan identifies this area as Retail - <br />Commercial with a Highway Overlay, the access to the site is via Harvey Faulk Road as <br />opposed to NC Highway 87 S., which does not lend itself to retail -commercial development <br />and there is a mix of current development trends in the area, ranging from single-family <br />houses to industrial businesses, in addition to a mix of surrounding zoning districts in the <br />area. In addition, the Board will also have to approve that the request appears to be <br />reasonable and in the public interest based on the existing non-residential development in <br />Page 418 <br />
