The Board next discussed the presentation of the CIP (Capital <br />Improvement Plan) for FY 92 - FY 97. Mr. William Cowan, County <br />Manager, presented recommendations of the Finance Committee and <br />answered questions from the Board. Mr. Cowan recommended that the <br />Board of Commissioners recess on this matter until the next meeting <br />on May 18, 1992, at 2:00 p.m. <br />Commissioner Hall moved to enter into executive session to <br />discuss land acquisition matters. Commissioner Paschal seconded the <br />motion, and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously, <br />and the Board was in executive session. Following the Board's <br />discussion in executive session, Commissioner Hall moved that the <br />executive session be closed and the public session resume. <br />Commissioner Matthews seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously, and <br />the Board was in public session. <br />A pending motion from the last meeting in reference to the <br />purchase of land on Fifth Street was discussed. Commissioner Wicker <br />withdrew the motion. Commissioner Paschal withdrew his second of the <br />motion. <br />The Chairman ruled the motion had been withdrawn. <br />Mr. William Cowan, County Manager, discussed briefly the Tax <br />Release Report for March, 1992 (copy attached). Commissioner Hall <br />moved to adopt the report. Commissioner Cox seconded the motion, and <br />upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />County Attorney, K. R. Hoyle, discussed briefly with the Board a <br />county noise ordinance he is working on. He will report back to the <br />Board at a later time on this. Commissioner Hall made a motion to <br />wait until Mr. Hoyle had studied the matter further to discuss in <br />8 <br />
