coos i4 649 <br />The Board next considered bids for engineering services for the <br />Park Avenue Park Project. The bids received were as follows: <br />Bright Associates - $4,500.00 <br />Bracken & Associates - $3,975.00 <br />Hobbs, Upchurch & Associates - $3,490.00 <br />After a brief discussion, Commissioner Hall made a motion to <br />accept the low bid of $3,490.00 from Hobbs, Upchurch & Associates <br />Commissioner Cox seconded the motion, and upon a vote, the results <br />were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board next considered an application from the Lee County <br />Kiwanis Club for a grant in the amount of $5,000.00 to be matched by <br />that club in the same amount which funds would be used to purchase <br />and install new playground equipment at Park Avenue Park. The Parks <br />and Recreation Commission recommended approval of the application. <br />After some discussion Commissioner Cox moved the application for the <br />grant be approved. Commissioner Hall seconded the motion and upon a <br />vote the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Chairman Stafford recognized Mr. Leonard Barefoot, Director of <br />Planning, who presented several recommendations from the Planning <br />Board. He stated that the Planning Board unanimously recommended <br />that the Board of Commissioners deny the rezoning request for Charles <br />Estes to rezone 13.14 acres of land located on the eastern side of <br />Lower Moncure Road approximately 4100 feet south of the intersection <br />of Lower Moncure Road and the Norfolk Southern Railroad from <br />Residential Agricultural District to Highway Commercial Conditional <br />Use District for the location of an automobile sales business. The <br />Planning Board in its deliberation cited the fact that all of the <br />surrounding properties are residential and that the location of this <br />type of business would not be in keeping with the residential <br />integrity of the area.
