Beal to be Clerk to the Board of Commissioners was unanimous and <br />he declared her duly appointed to that position. <br />Chairman Stafford recognized Dr. Ron Myers, representing the <br />Sanford Humane Society, who discussed the need for a base increase <br />for the operation and maintenance of the animal shelter and other <br />services. After some discussion Commissioner Reives moved the Board <br />appropriate funds for the remainder of the fiscal year while budget <br />requirements are being studied. Commissioner Hall seconded the <br />motion, and upon a vote, the results were as follows: <br />Aye: Cox, Hall, Matthews, Paschal, Reives, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The Chairman recognized Don McLaughlin, Parks and Recreation <br />Director, who presented a recommendation from the Parks and <br />Recreation Commission for fees and charges to be levied on several <br />organizations affiliated with the Parks and Recreation Department. <br />After some discussion, Commissioner Hall moved that the Board approve <br />the recommendations of the Parks and Recreation Commission and that <br />the Commission be authorized to improve the fees and charges as set <br />forth therein. Commissioner Cox seconded the motion. During the <br />discussion on this motion, Commissioner Paschal made a motion to <br />table the motion. Commissioner Reives seconded the motion to table <br />and upon a vote, the results were as follows: <br />Aye: Paschal, Reives and Wicker <br />Nay: Cox, Hall, Matthews and Stafford <br />The Chairman ruled that the motion to table the main motion had <br />been defeated and the question before the Board of Commissioners was <br />the adoption or rejection of the main motion as moved by commissioner <br />Hall and seconded by Commission Cox. The results of the vote on the <br />main motion were as follows: <br />Aye: Cox, Hall, Matthews Paschal, Reives, Stafford, and Wicker <br />Nay: None <br />The Chairman ruled the main motion was adopted unanimously. <br />2 <br />
