017 <br />S Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook, and Womack <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />Mr. Crumpton stated he would present his proposed budget to Commissioners during the May <br />23 6 p.m. meeting. After discussion, the Board agreed to hold a budget preview session at 3 p.m., <br />Monday, May 23` prior to the formal 6 p.m. presentation. The public hearing on therbudget is proposed <br />for Monday, June 6th at 6 p.m. in Courtroom #4 at the old Lee County Couho A budget work <br />session has been scheduled for 3 p.m., Wednesday, June 1, 2001 in the Gordon Wicker Conference <br />Room. <br />Commissioner Womack moved that an Independent Citizens Panel be selected 'tows °sist with <br />the budget process. Mr. Womack provided the Board with docuVAts addressing the purpose of the <br />panel and his justification on how it might work. He further stated'it is the citizens' right and privilege to <br />examine the budget and to have complete transparency in go ernmental processes. Upon a vote of <br />Commissioner Womack's motion, the results were as follows ' . <br />Aye: Parks and Womack <br />Nay: Hayes, Oldham, Paschal, Reives, and Shook <br />The Chairman ruled the motion had fail'd;,with a five to two <br />Economic Development Director Bob Hduts ds`6u"§ with the Board what EDC has done to <br />o assist businesses from the April 16` tornado. Mr,;Heuts 1 ated at least fifty businesses and two <br />manufacturers were significantly damaged during the storm — Span Set (42 employees) and Static <br />Control (1,000 plus employees). Economic Development assisted with providing space information to <br />both companies for a temporay L rr r and continued to work with them until Span Set located in a <br />.,�.. <br />20,000 sq. foot building locatedon Williams Streetnd Static Control located in the old Hanesbrand <br />building located on Dalrymple Street. Discussion also took place with the Director for Real Estate for <br />Lowe's Home Improveme t?who had been thinking about opening a retail outlet until the store could be <br />r:- <br />rebuilt. Span Set will be repuildmg omits current site as well as Static Control. Lowe's Home <br />Improvement will do the same ard� has started the process with building plans that have been provided <br />to the inspections office. Retail business for Lowe's will be picked up by the Apex, Cary, Pittsboro, and <br />Fayetteville stores. The GIS depa to t has provided a list of businesses impacted by the tornado and <br />EDC has senf letter's offering assistance. A meeting with FEMA representatives, along with a Chamber <br />. use <br />representative was held to discuss what assistance could be provided. Mr. Heuts further stated he is in <br />constant communication with the Emergency Management office and the Chamber regarding needed <br />assistance: He has ehcouraged a few builders to sit down with Planning /Inspections as soon as <br />building plans are developed in order to make sure everyone is in agreement about the information <br />needed, formafand0how soon everything can be completed as far as a time frame. Hopefully this will <br /><., <br />eliminate any roadblocks that might occur due to lack of communication. Planning /Inspections is ready <br />to take on the ,responsibility cf moving through the approval process as quickly as possible. EDC will <br />continue to work with different agencies such as FEMA, the Small Business Association (SBA) and <br />others to find out about any programs that could be available to businesses impacted by the storm. <br />Commissioner Reives asked for a list of businesses and contact information. No action was taken. <br />The Board considered a Pet Foster Care Agreement. County Manager John Crumpton told the <br />• Board that with the recent tornado, volunteers are needed to care for the pet population that was <br />misplaced during the storm. Pet Foster Care Families is a way for the County to seek assistance in <br />5 <br />
