to the general authority of the Commissioners. The Board then <br />considered and adopted another resolution authorizing the Building <br />Committee to have full authority and that they were directed to <br />proceed immediately with the building of the courthouse and jail, and <br />that they were authorized to make all contracts and other necessary <br />things for the immediate carrying out of this purpose. The Board <br />then approved a contract with Mr. McMillan, the architect, which <br />provided that he would receive a fee in the amount of 5% on the <br />approximate cost of $30,000 allowing for a rebate of $100, or a total <br />payment of $1,400. Mr. McMillan was to be paid in the following <br />installments: $250 when excavation was commenced, $500 when the <br />plans for the courthouse were completed, $150 when plans for the jail <br />were completed, and the balance was to be paid in monthly <br />installments as the work progresses as authorized by the Building <br />Committee. The Board then adopted a resolution resolving that the <br />corner store of the courthouse be layed on July 4th and that the <br />Masonic Lodges of Jonesboro and Sanford were requested to ask the <br />Grand Lodge of Masons of North Carolina to lay the the corner stone. <br />The Building Committee was invested with authority to borrow <br />sufficient funds to take care of the work on the courthouse until the <br />funds could be realized from the sale of bonds. <br />On November 12, 1908, the Board adopted a bond resolution <br />authorizing the sale of $35,000 of bonds for the purpose of building <br />a courthouse and jail. <br />The Board met on December 6, 1909, and received a report from <br />the Building Committee. The report recited that the jail and <br />courthouse had been finished for some time, but had been considered <br />inadvisable to discharge the committee until all the matters <br />connected with the contracts were adjusted and at an end. The <br />committee filed a financial accounting of their expenditures which <br />had been audited by the Finance Committee. They expressed <br />appreciation to the superintendent in charge of the work and then <br />concluded their report by stating that the committee would recommend <br />the securing as early as possible of some legislation for the <br />protection of the courthouse from injury and abuse by persons <br />expectorating on the floors and walls, or committing other wanton <br />acts. The committee also recommended that the terraces surrounding <br />the courthouse be sodded and sewn with grass to prevent the <br />discoloration of the walls with clay, and that the whole courthouse <br />square be suitably laid out, adorned and set with shade trees. <br />The original structure stayed the same during the period from <br />its completion until 1956 when the first time an addition was added <br />to it. This addition is on the south side of the building towards <br />the Jonesboro Heights section and was built originally to house the <br />tax supervisor and the tar: collectors office which with the advent of <br />the District Court System was converted by the Commissioners into a <br />District Courtroom.
