Discussion <br />XX Information <br />Meeting Date: May 23 2010 — Action Item <br />Consent Agenda <br />\ °J <br />SUBJECT Changes to Lee County Health Insurance Plan <br />DEPARTMENT Human Resources <br />CONTACT PERSON Joyce McGehee, SPHR, Human Resources Director <br />REQUEST Approve Changes to Lee County Health Insurance Plans. <br />SUMMARY The Lee County Health Plan was put out to bid to BCBS, Cigna, and United <br />Health Care. BCBS's proposal showed a 16.4% increase, Cigna's proposal showed a 41.2% increase and <br />United Health Care's proposal showed a 38% increase. The County also looked at self- insured options and <br />feels that we are not a candidate for self- insurance at this time. It is evident that some changes to the Health <br />Plan are warranted. <br />It is proposed that Lee County stay with BCBS of North Carolina. <br />It is proposed that the current PPO health insurance plan be changed to the PPO Option 4. Option 4 changes <br />are as follows: Change current PPO Plan's deductible to $2,000 from $1,000 for single coverage and change <br />from $2,000 to $4,000 for family. Change in pharmacy benefits from $10, $45, $60 and 25% to $4, $40, $55 and <br />25 %, a $100 deductible will be added to the pharmacy benefit. Eye exams will be covered at 100% instead of <br />$20 co -pay. The monthly cost to the employee will increase from $34.63 per month to $54.63 per month. <br />It is proposed that the current HSA Plan remain the same with a $1,000 contribution by the County to staff that <br />elect this plan. The County's contribution is made to the HSA Plan to help defray costs because the HSA Plan <br />does not have co -pays for office visits and pharmacy. Employees are responsible for 100% of charges up to <br />$1,500 before BCBS pays anything. This plan will decrease in cost by ten dollars per member per month. <br />Employees and Retirees that are under age sixty -five will not pay any premium for the HSA Plan. <br />It is proposed that Post – 65 retirees remain on the MAPD Plan which is expected to increase in January 2012 <br />by 12 %. <br />BUDGET IMPACT Health Insurance costs increase to the County would be would 5.56% with an <br />overall increase of 8.52 %. <br />ATTACHMENT(S) 2011 -12 Proposed Insurance Changes <br />PUBLIC HEARING No <br />PRIOR BOARD ACTION N/A <br />RECOMMENDATION For information only – action to be taken during 6 p.m. meeting. <br />is <br />
