006 <br />The Chairman ruled the motion had been adopted unanimously. It was noted by Attorney <br />• Talbert that since the vote was unanimous the matter would not have to come before the Board for a <br />second vote. A copy of the revised Library Ordinance is attached to these minutes and by this <br />reference made a part hereof. <br />The Board considered an amendment to Tax Management Associates (TMA) agreement for the <br />"Discovery" Program. Tax Administrator Dwane Brinson stated that Tax Management Associates has <br />been auditing Lee County business accounts greater than $50,000 for several years. The County <br />currently uses several of TMA's products in addition to auditing services, one being the new online <br />business listing application presented and approved in December 2010. The Discovery Program is a <br />product where TMA canvasses the county, verifies businesses and provides,ann estimated assessment <br />of these unlisted businesses to the county tax office at which time these businesses are then placed on <br />A V . <br />the county tax books. It was noted that TMA would charge 45% for discovery contracts and audit <br />services would remain at 30 %. After discussion, Commissioner Womack moved �to prove a <br />Business Personal Property Services Contract Addendum betweenSwax Management ASAbciates and <br />Lee County, a copy of which is attached to these minutes an <br />b ° this reference made a part hereof. <br />Upon a vote, the results were as follows: . <br />Aye: Hayes, Oldham, Parks, Paschal, Reives, Shook', and Womack <br />Nay: None <br />Xaic. <br />The Chairman ruled the motion had been adopted unanimously. <br />The Board considered a Retirement IncentivetPlan for the upcoming year. County Manager <br />John Crumpton stated it is clear that the Countylkwill need reduce headcount in order to balance the <br />• upcoming budget at our existing tax rate. The retirement incentive plan he proposed will give <br />employees the opportunity to announce their retirement intentions early so those numbers can be <br />worked in the budget process. Mr. Crumpton statedif employees accept the incentive offer the cost to <br />the County would be $500.00 for each five years of` service to the County plus any accrued vacation <br />time. Savings will be at least >nine'months of salary and benefits, with the average salary and benefits <br />of each employee being���rU2 0) he first year's savings will be at least $27,720 per person. The <br />following "Requirements"- must beymet ,� <br />• Must be eligibl`e�for either full or partial retirement from the Local Government Retirement <br />System. <br />• Must have been employed by Lee County for at least five consecutive years. <br />Mast be eligible by September 1, 2011 to take retirement. <br />• Must no Human Resources in writing of your intent to retire by May 10, 2011. <br />The following "Incentives" will apply: <br />'AII elig ble employees who retire on September 1, 2011 will receive a one -time payment <br />of $500 for every five years of Lee County service. <br />• Employees eligible for longevity pay will receive their longevity pay for FY 2012 on <br />September 1, 2011 or on the day they retire. <br />• Employees who take retirement and are age fifty (50) or above and meet the number of <br />service years requirements will be eligible for the health care coverage as outlined in the <br />Lee County Personnel Policy. Intent to retire must be received in Human Resources by <br />May 10, 2011. All paperwork required to retire must be filled out and submitted to the <br />• Local Government Retirement System at that time. <br />5 <br />
