Phillips, Sr. distinguished himself on July <br />28, 1988, by becoming one of only forty-seven code enforcement <br />officials throughout North Carolina to qualify for the highest <br />certification in each of the four areas of code enforcement; and <br />WHEREAS, Travis L. Phillips, Sr. further distinguished himself <br />on July 23, 1992, by becoming only the seventeenth code enforcement <br />official in North Carolina for the highest certification in a fifth <br />area of code enforcement; and <br />WHEREAS, it is the desire of the Lee County Board of <br />commissioners to recognize the achievements of Travis L. Phillips, <br />Sr. and to express its appreciation for his dedicated service to the <br />citizens of Lee County; <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners for <br />Lee County, that it congratulates Travis L. Phillips, Sr. for his <br />outstanding accomplishments as a code enforcement official in North <br />Carolina and commends him for his exceptional service and dedication <br />to the citizens of Lee County. <br />This 21st day of September, 1992. <br />Mr. William Cowan, County Manager, introduced Mr. Allen Capps, <br />Clerk of the Works for the Courthouse/Jail Project. Mr. Capps went <br />over some of his past work experience and current duties, and gave <br />the Board a summary of things taking place at the construction site. <br />Mr. Fred Hobbs, Engineering Consultant with Hobbs, Upchurch & <br />Associates appeared before the Board and discussed water districts in <br />Lee County. He informed the Board that only two county townships - <br />East Sanford and West Pocket were eligible for Farmers' Home <br />Administration (FMHA) grants to help establish water districts. He <br />further stated that more areas might qualify when the Farmers' Home <br />Administration (FMHA) begins using 1990 census data to determine <br />eligibility. This information should be available in the near <br />future. No action was taken on the matter. <br />The Board agreed that further consideration would be merited after <br />the Farmers' Home Administration begins using the 1990 census data, <br />at which time the Board can determine if more of the county qualifies <br />for grant assistance. <br />The Board considered the Jail/Courthouse Capital Projects <br />Ordinance attached to these minutes and by this reference made a part <br />hereof. Mr. Cowan, County Manager, answered questions of the Board. <br />After some discussion, commissioner Cox moved to approve the budget <br />amendment. Commissioner Hall seconded the motion, and upon a vote, <br />the results were as follows: <br />2 <br />
