~~oK 14.~rrF i^; 3 <br />The Chairman ruled the motion had been adopted unanimously and <br />the meeting recessed in keeping with the motion. <br />The meeting reconvened at 7:00 P.M. in the Commissioners' Room, <br />Lee County Government Center, 106 Hillcrest Drive, Sanford, North <br />Carolina, with Commissioners Hall, Matthews, Paschal, Reives Stafford <br />and Wicker in attendance. Commissioner Cox was not present. <br />Chairman William C. Stafford, Jr., called the meeting to order and <br />presided. The following business was transacted: <br />Commissioner Hall moved that the Board hold joint public <br />hearings with the Lee County Planning Board on matters of mutual <br />concern as advertised and scheduled for this date and time. <br />Commissioner Matthews seconded the motion, and upon a vote, the <br />results were as follows: <br />Aye: Hall, Matthews, Paschal, Reives, Stafford and Wicker <br />Nay: None <br />The Chairman ruled the motion had been adopted unanimously. <br />The chairman invited the Planning Board members to join the <br />Commissioners for the joint public hearings. Mr. Leonard Barefoot, <br />Planning Director, presented the following: <br />a. Rezoning request submitted by Jack Maxwell to rezone <br />88.07 acres of land, excluding the portion which is currently zoned <br />Highway Commercial District, at the southwestern corner of Jefferson <br />Davis Highway and Cedar Lane Road from Residential Agricultural <br />District to Residential Mixed Conditional Use District for the <br />location of a twenty-nine lot major subdivision with the subdivision <br />lots restricted to allow only site built homes, Class A manufactured <br />homes, and Class B manufactured homes. <br />Mr. Jack Maxwell of Sanford was the only individual speaking in <br />favor of the rezoning request. He wants to develope a quality <br />development, a 15 acre tract to be a recreational area and also plans <br />to develope a Homeowners Association among the residents. Only <br />manufactured homes built after 1980 will be allowed to be placed on <br />the lots. The lots would not be limited to mobile homes. <br />The following individuals spoke in opposition of the request. <br />Melissa and Mark Palmer of 7917 Cedar Lane Road live across the road <br />from the proposed rezoning request. They do not want a major <br />subdivision in the area. Five lots near them have already been sold <br />and three of the homes have not been underpinned since being moved in <br />during the summer. They feel this would not be good for Lee County. <br />There are many available lots in the surrounding parks. The land is <br />low and wet in some areas and they feel this would not be suitable <br />for the type of subdivision currently being planned. There are <br />3 <br />
