Brown Road. After some discussion Commissioner Cox moved to approve the following resolution and authorize the Chairman to sign: RESOLUTION ESTABLISHING A POLICY FOR OPTIONAL RELOCATION ASSISTANCE LEE COUNTY, NORTH CAROLINA WHEREAS, the County of Lee is the recipient of funds under Title I of the Housing and Community Development Act of 1974 for a Community Development Block Grant (CDBG) Program in the Beulah Brown Road Target Area; and WHEREAS, under this program the rehabilitation of dwellings primarily for low and moderate income persons will sometimes cause temporary dislocation of these persons from their dwellings; and WHEREAS, under this program, there are occupied, dilapidated dwelling units which are unfit for human habitation, not feasible structurally or economically to rehabilitate, and must be demolished; and WHEREAS, Part 570.496(d) of the Uniform Relocation Act for Community Development Block Grant Programs governing relocation permits a CDBG recipient (grantee) to devise and implement an "Optional Coverage" Relocation Plan wherein benefits can be extended to occupants of dilapidated units which are subject to removal through local code enforcement activities in the absence of real property acquisition, or 2) residents that are temporarily dislocated from their properties; and WHEREAS, the purpose of such relocation benefits shall be to acquire standard quality replacement housing or to cover costs associated with moving; and WHEREAS, an Optional Coverage Relocation Policy Manual has been developed by the County, such policy available to the public for inspection; and NOW, THEREFORE BE IT RESOLVED, that the County of Lee does hereby adopt a policy for providing "Optional Coverage" relocation benefits, such policy to cover any and all financial obligations incurred during the relocation of affected persons. 3
