0 LEE.. COUNTY
Committed Today for a Better Tomorrow
LEE COUNTY FINANCE COMMITTEE
ITEM ABSTRACT ITEM NO: I. F.
_ Information
X Action Item
Meeting Date: August 13, 2007 _ Consent Agenda
SUBJECT: Time and Attendance Package
DEPARTMENT: Finance
CONTACT PERSON: Lisa G. Minter, Finance Director
REQUEST: Requesting authorization to proceed with preparing contracts and
agreements for the Board of Commissioners' approval of a time and
attendance system.
SUMMARY: Lee County included funds for an automated employee time-keeping
system in the 2007-08 budget. The recommendation for an automated
time-keeping system was made to assist county employees in developing
an effective and efficient solution for managing payroll and leave of county
employees. Automation of time-keeping would allow the County to move
from its current monthly payroll cycle to a bi-weekly payroll schedule which
has often been requested by the County employees. The Finance
Department staff along with staff from IT have reviewed several different
programs, Q-Quest, Kronos, and MUNIS. The group also reviewed the
possibility of contracting with ADP to provide the time-keeping function as a
service rather than the County purchasing the hardware and software.
After analyzing the costs, it was determined that the County should pursue
a purchase rather than a service contract. Based on the diversity of our
workforce, the compatibility with our current payroll software, the
knowledge of the company's staff, and customer references, it is
recommended that Kronos be selected. Kronos' proposal includes various
methods of recording employees start and stop times. Employees who
regularly use computers will be using a web-based log in/out system,
employees who do not regularly use a computer but report to a particular
site will use a electronic time-keeping device, and employees who do not
regularly use a computer and report to various work sites will use
telephony to report startfstop times, i.e. recreation and convenience center
workers. All employees will have accessibility to review leave balances
and request leave from their supervisors. Department management will be
provided reporting tools to allow them to manage schedules and labor
costs within their scope of supervision. Management will also be provided
the necessary reporting and documentation for Family Medical Leave
