Minter, Finance Director <br />REQUEST: Requesting authorization to proceed with preparing contracts and <br />agreements for the Board of Commissioners' approval of a time and <br />attendance system. <br />SUMMARY: Lee County included funds for an automated employee time-keeping <br />system in the 2007-08 budget. The recommendation for an automated <br />time-keeping system was made to assist county employees in developing <br />an effective and efficient solution for managing payroll and leave of county <br />employees. Automation of time-keeping would allow the County to move <br />from its current monthly payroll cycle to a bi-weekly payroll schedule which <br />has often been requested by the County employees. The Finance <br />Department staff along with staff from IT have reviewed several different <br />programs, Q-Quest, Kronos, and MUNIS. The group also reviewed the <br />possibility of contracting with ADP to provide the time-keeping function as a <br />service rather than the County purchasing the hardware and software. <br />After analyzing the costs, it was determined that the County should pursue <br />a purchase rather than a service contract. Based on the diversity of our <br />workforce, the compatibility with our current payroll software, the <br />knowledge of the company's staff, and customer references, it is <br />recommended that Kronos be selected. Kronos' proposal includes various <br />methods of recording employees start and stop times. Employees who <br />regularly use computers will be using a web-based log in/out system, <br />employees who do not regularly use a computer but report to a particular <br />site will use a electronic time-keeping device, and employees who do not <br />regularly use a computer and report to various work sites will use <br />telephony to report startfstop times, i.e. recreation and convenience center <br />workers. All employees will have accessibility to review leave balances <br />and request leave from their supervisors. Department management will be <br />provided reporting tools to allow them to manage schedules and labor <br />costs within their scope of supervision. Management will also be provided <br />the necessary reporting and documentation for Family Medical Leave <br />
