® A. Scope of Technical Services - Permit Amendment <br />The following Scope of Services outlines RSG's approach in providing the engineering services requested <br />by the County. This Scope of Technical Services is divided into Tasks as follows. Rule numbers shown <br />below refer to applicable State Solid Waste Rules enforced by the North Carolina Department of <br />Environment and Natural Resources, Division of Waste Management (NCDWM), Solid Waste Section. <br />Permit Amendment Application (Rule .0535) <br />1. Updated Engineering Plan (Rule .0539) <br />2. Updated Construction Quality Assurance (CQA) Plan (Rule .0541) <br />3. Updated Operation Plan (Rule .0542) <br />4. Updated Closure and Post-Closure Plan (Rule .0543) <br />5. Updated Monitoring Plan (Rule .0544) <br />6. Review and Submittal of Permit Amendment Application <br />7. Response to Comments from the NCDWM <br />Permit Amendment Application <br />The task elements under this phase will provide for the information required to complete the Permit <br />Amendment Application for submittal to and approval of the NCDWM. <br />1. Updated Engineering Plan <br />Objective: To prepare an updated Engineering Plan for the C&D landfill (approximately <br />five (5) years of design capacity). <br />• RSG Activities: The detailed design of the landfill is performed during this task. The <br />Engineering Plan includes a Report and Drawings which will clearly illustrate to <br />the NCDWM the intent of the design. Work in this task will closely follow Rule <br />.0539, which relates the minimum construction requirements for landfill <br />facilities. A list of the major work tasks includes: <br />Engineering drawings <br />- Existing conditions <br />- Grading plans <br />- Final cover system <br />- Erosion control plans <br />Additional engineering features and details <br />Engineering Report <br />- Final cover system <br />- Analytical methods and assumptions <br />- Technical references <br />- Materials of construction and construction practices <br />- Closure requirements <br />Task Deliverables: Completed Engineering Plan for submittal to the NCDWM. <br />Key <br />Understandings: It is assumed that an updated survey of the C&D landfill area ( 8 Ac.) will be <br />required and is included in the estimated cost for the engineering plan. <br />is It is assumed that no additional field exploration activities will be required and <br />that prior work performed can be referenced. <br />Richardson Smith Gardner & Associates July 2007 <br />Scope of Technical Services - Permit Amendment Page A-1 <br />
