Cherry <br />July 30, 2007 <br />Page 2 <br />30, 2008. <br />Phase 2 - Permit Amendment Application: <br />Should the result of the evaluation of future options conclude that continued operations are in the <br />best interest of the County, the second phase of work will consist of the preparation of a permit <br />amendment application which will include the following tasks: <br />1. Updated Engineering Plan; <br />2. Updated CQA Plan; <br />3. Updated Operation Plan; <br />4. Updated Closure & Post-Closure Plan; <br />5. Updated Monitoring Plan; <br />6. Review and Submittal of Permit Amendment Application; and <br />7. Response to Comments from the NCDWM. <br />These elements will update the currently approved plans, which were prepared by McKim & <br />Creed. A detailed Scope of Technical Services is provided for Phase 2 in Attachment A. <br />It is assumed that an updated survey of the C&D landfill area 8 Ac.) will be required and is <br />included in the estimated cost for the engineering plan. Also, it is assumed that no additional site <br />investigation work will be required. Should this be deemed necessary by the NCDWM, then <br />RSG will prepare a separate budget for your approval. <br />Should the result of the evaluation of future options conclude that closure is in the best interest of <br />the County, RSG can revise the stated scope for Phase 2 to provide assistance to the County to <br />prepare for and implement closure of the landfill. <br />REQUIRED INFORMATION <br />For the proposed work, RSG will require the following information from Lee County: <br />• Present and anticipated tipping fees at the County's C&D landfill; <br />• Present and anticipated incoming C&D waste tonnages (NC DOT and other); <br />• Present and anticipated operations costs at the County's C&D landfill (separate out costs <br />for just the C&D landfill as it is assumed that other facility activities will continue <br />regardless of when the C&D landfill may close); and <br />Available electronic copies of existing plans and surveys. <br />BUDGET &SCHEDULE <br />RSG proposes to undertake the above scope of work on a time and materials basis for a not to exceed <br />cost of $35,000 as detailed below. <br />
